Trafficking report spotlights slavery efforts

The annual Trafficking in Persons Report - the world's most comprehensive resource of governmental anti-human trafficking efforts - was published Tuesday by the U.S. State Department.

It identifies countries that the U.S. says meet minimum standards of anti-trafficking efforts, countries working towards them and countries that appear to be doing little to stop trafficking.

The report is compiled with the help of U.S. embassies, non-governmental organizations, aid groups and individuals around the world.

Secretary of State Hillary Clinton said: “Ultimately, this report reminds us of the human cost of this crime. Traffickers prey on the hopes and dreams of those seeking a better life and our goal should be to put those hopes and dreams back within reach, whether it's getting a good job to send money home, to support a family, trying to get an education for one's self or for one's children or simply pursuing new opportunities that might lead to a better life.

“We need to ensure that all survivors have that opportunity to move past what they endured and to make the most of their potential.”

Each country is put into one of four grades – Tier 1, Tier 2, Tier Two Watch and Tier Three. Tier 1 is achieved by reaching minimum anti-trafficking standards and it does not highlight countries doing above and beyond the minimum.

For the first time in 11 years Myanmar has been promoted from Tier 3 to Tier 2 Watch. The report says Myanmar is primarily a source country for trafficking to other Asia countries, but there are still significant domestic trafficking problems and children can be conscripted into the national army.

It recommends Myanmar demobilizes child soldiers and focus more attention on domestic sex trafficking of women and children.

The Czech Republic -the only country last year to slip out of the top-rank – regained its Tier 1 status having introduced a series of anti-trafficking laws and securing successful trafficking convictions.

Iceland, Israel and Nicaragua were also promoted to Tier 1.

Portugal, however, was downgraded to Tier 2 because while new laws and initiatives were introduced, there was no evidence it was leading to prison sentences for the majority of convicted traffickers.

Nigeria and Bosnia-Herzegovina also fell out of the top-ranked countries.

Kenya was downgraded to Tier 2 Watch because it did not show evidence of increasing efforts to combat human trafficking.

Syria - with its ongoing violent conflict - was the only country relegated into Tier 3. The report said the lack of security made it difficult to check anti-trafficking measures.

Before the unrest Syria was primarily a destination country for trafficked women and children. The report found the unrest had put more people at risk from traffickers, particularly vulnerable segments of the population like Iraqi refugees.

The Tip Report's ranking system is largely dependent on the amount of work being done by the national government rather than non-government or international organizations.

It includes counting known cases of human trafficking in more than 175 countries, whether for commercial sex, bonded labor, child labor, involuntary domestic servitude or child soldiers. And it tracks new legislation, prosecutions and convictions.

Tier 1 ranking indicates a government has acknowledged the existence of human trafficking, has made efforts to address the problem, and meets minimum standards.

Tier 2 is countries whose governments do not fully comply with minimum standards but are making significant efforts to bring themselves into compliance.

Tier 2 watch is countries where governments do not fully meet minimum standards, and although they may be making significant efforts the country has a particularly large number of victims, or is not providing evidence of its efforts

Tier 3 is countries that do not fully comply with minimum standards and are not making significant efforts to do so. Tier 3 countries face the possibility of US sanctions because of their poor human trafficking record.

    Since 1950, China has done wonders in regard to ridding itself of human trafficking. However, although illegal in neighboring Cambodia, human traficking goes on and on due to corruption among public officials there.

      From where do you have this information, I work on the front line with trafficking in China and I see very little been done at grass roots level. We just recently found a place with 200 Vietnamese girls trafficked into China and no one cars. Im sorry but you are wrong.

      Another loon who keeps screaming about securing borders and rounding up all none -European immigtants..etc with NO pond on how to pay for it! If we are going to use our limited funds on an illegal immigrant round up it better be on rescues, not race based. It smells as bad as Germany in the '30s & '40s. BTW...Italian,, German, Russian, Scandinavians, and every other none English speaking immigrant group had their share of people who never learner English.

      People get snuck in in containers in ships, etc. Closing the borders isn't going to stop that type of thing.China is a lot wealthier than the USA right now. There are more hungry people per capita in many sections of America now (such as huge chunks of Florida, Texas and other states) than in China. Every Chinese I know is very well assimilated and working in good jobs as college professors or in technical fields. There are always new immigrants who move to China towns but their children are going to be going to college and getting good jobs and speaking perfect English. Not sure where you get you ideas but you sound pretty racist.

        If that is so true, why then was it possible for a friend of mine to adopt two twin Chinese babies from an orphanage. A very poor orphanage in China, and I hear horror stories about killing ir leaving baby girls to die-what kind of a great culture is this?

        Gardengirl.... I think you need to review your comments and facts. Birthrates have decline in devolped countries over the last 100 years for many reason. Yes, access to birth control is one but I would think increases in the average level of education, life expectacy, and moving from subsistance farming based economy to a service based economy reduced the need for large families to "man" the farm. Also China is significantly poorer then the USA in every aspect: per capita income levels, size of economy, and social programs.

        I agree human trafficing is a problem, always has been, and probably always will be a problem. Some of the solution to reduce human trafficing would be unthinkable to many of us. I would also think (unconfirmed) that trafficing is worse in other countries then in the USA. We have more of a illegal immigration problem (yes I know they can be one in the same)An easy solution would be to cut wellfare programs and force free riders to take the jobs that illegals are willing to do but our priviledged wellfare citizens are unwilling to do because they know we will continue to bail them out. I'm not against helping people but funding laziness is unacceptable.

    I was surprised with the USG closing their eyes with the victims of trafficking in Iraq. They were all subcontractors of KBR. They were scared, unpaid, working long hours and threatened. After they were told that USG is requiring compliance with trafficking in person rules, they were given the passports only the day that the Gov officials will do their checks, and, upon completion of such a check, the passports were to be given back to their managers.

With a blockhead of a leader, who thinks his only role is to shed two tears when Christians are being killed everyday in Nigeria. it is not surprising that Nigeria slips out of the good rank, so that the country can be known for evil only. When the only role of women in life is to make babies, it will be odd if child trafficking doesn't happen there.

    When did 'seeking a better life' 100% replace WORKING FOR, FIGHTING FOR, SACRIFICING FOR, that 'better life? I shudder to think where America (the sinking lifeboat under the weight of these seekers) would be had The Patriots, Civil War Heroes, Civil and Labor Rights Martyrs would be had they all fled off seeking 'a better life'.

    Also, Ms Clinton KNOWS that the human overpopulation crisis is the root cause of these exploitable 'surplus people' and that NO economy can sustain this overbreeding -yet BIRTH CONTROL NEVER factors in while all these non-solutions are put forth. She must have stock in Monsanto, Dow & Big Oil or is some other way entangled in the Poverty Profiteers -as her husband, 'special diplomat' to Haiti, has NEVER ONCE brought up BIRTH CONTROL as a solution to their endless poverty-crisis induced 100% by their 8.9 birthrate.

      I'm all for access to birth control but who is going to pay for it? Countries with 8.9 avg birthrate do not have access to birth control or they wouldn't have those high birth rates. Our birthrates in the USA were super high as well prior to easy access to birth control. You gave part of a part of a solution. Where does the rest of the solution come from?

      I have to disagree.

      When the USA talks about "cutting back on birth rates" the rest of the world sees it as "imperialistic" talk. And, unfortunately they have adequate basis for this belief, whether it is true or no.

      However, Birth control and cutting back on birth rates has always been a factor and has always been put forth by the USA and those in power (including Hilary). .As stated above, most cultures see it as the USA overstepping their boundaries.. Hence the need to be a bit quiet..and "round about" regarding these type of discussions.

    We need more human trafficking.

    They import illegal scabs to drive down the working man's wages. They send the work of our factories and engineers overseas to drive down the college person's wages.

    But look at all the "Good" they do, messing with the "Fun" when someone want's to go on a "Gentleman's Tour" and have fun that might be a bit ...extralegal... in their home countries. Often with quite willing participants, foreigners paying far more and being non-brutal versus their own countrymen.

    I say if a man catches a Mexican (or Canadian) woman who is an illegal immigrant and keeps her in a basement dungeon for all sorts of I N S E X inspired "Fun" and eventually he's caught and you are on the jury... Say "Not Guilty". And after the Judge finishes dry heaving, "Sorry miss, but if you were not in this country illegally no crime -in this country- could have been committed against you. Your honor, please instruct the sheriff to return the video tapes made. Mister Fred Dee Kooger is a man of limited means and he'll need to sell these tapes he made legally to recoup legal costs..."

    Get off your can world and get a clue. This wouldn't happen if they had an education, if the police would do their jobs correctly and be a place to run for help where an immediate response would be supplied, and more resources to support themselves in the first place. They also need some self esteem. Who the heck would be able to do that to me? No one. I wouldn't go along with it. They need to be taught that early on. We don't need to live the greedy American lifestyle at the expense of the rest of the world. Change your values! We can do with less – a lot less – so everyone else can have more!

    there was some traffic on a freeway . it was full of little toddlers . they all seemed to park about 900 feet apart and puddle in groups of 10 to play with their vegetables and doodles . they would pair off like 2 well kids and a ill one . i went to a different freeway . i found more vegetables and doodles more intelligent . still 2 to 1 and 900 feet apart and 10 toddlers of all ages ..

    The governments of Saudi Arabia and The United Arab Emirates don't just do nothing to stop human trafficking... they are the primary employers of trafficked persons themselves, either directly or indirectly, virtual slaves from Bangladesh, India, Pakistan etc are employed by at least the hundreds of thousands in government construction programs, inside people's homes, as clean-up and maintenance crew etc. Nothing is done to stop the abuse.
