Life gets strange hunting traffickers in the U.S.

Editor’s Note: CNN Freedom Project this week is reporting from the front lines in the fight against sex trafficking - not in the poverty-stricken developing world but in affluent Orange County near Los Angeles, where prostitutes are now treated as trafficking victims rather than criminals.

Anaheim, California (CNN) - It feels odd to be in a car sat next to a guy texting a pimp. Even more odd, he's pretending to be a prostitute. It can all get a little strange in the digital pursuit of human traffickers.

I'm sitting in the front seat of an SUV in a part of Orange County, California only the locals see - where the hotels are not chains and have names that cops and criminals alike know well. The "prostitute" beside me is actually Sergeant Craig Friesen.

Nearby, either parked or patrolling, are four other vehicles holding the rest of his undercover team.

Earlier, we saw a pickup truck in a parking lot across the street approaching several women. The guy wasn't having much luck - which was too bad since he was on Friesen's crew.

Over the radio the detective relayed that after propositioning one lady she did offer a sex act - telling him he should go F$@# himself.

It's an example of how prostitution can bring down a neighborhood, making it so a woman can't go to the store without being harassed by some john who's looking for sex.

Despite the area being known for the sex trade, things are slow. Either the team's cover was known or it was an off day. Every business has them.

Then the undercover cop in the pickup gets lucky. He picks up a petite African American girl wearing blue patterned shorts and top. They drive off and we fall in behind trailing at a distance in the noon hour traffic.

Out of nowhere a black and white police car pulls in behind the pickup. The lights flash, the "whoop, whoop" sounds and the pickup is pulled over. Friesen guns the SUV, roaring past the scene and into a nearby alley.

We get out and head back to what appears to be a busted undercover operation but the sergeant's not upset - this is all part of the plan.

Friesen has the girl take a seat on the curb as the patrol car blocks her from passing traffic. He comes down to her level and begins the most important part of the whole operation - he needs to earn her trust and her confidence.

He begins by explaining she's not under arrest. It's in keeping with the new attitude of law enforcement that prostitutes are victims, controlled and manipulated by their pimps. They are caught up in the worldwide plague of human trafficking. And they try to help the victims escape.

Friesen is trying to get the woman to turn her pimp in. Eventually, Friesen tells her, she will be brought back to police headquarters and placed in the care of social services, who will offer her a place to live and a way off the street so she's not dependent on the pimp for her needs.

The young woman listens but doesn't buy it. She stays silent. Eventually Friesen gives up and she is taken away. But the sergeant has hung on to her cell phone.

He sees texts on the phone that appear to come from her pimp, and he responds as if he is the woman. Which is how I came to be seated in an SUV in Anaheim with a prostitute, um, pretend prostitute.

Since her guy thinks she's gone off with a client, Friesen waits a while, then sends the message that the client left her at a hotel and she needs the pimp to pick her up. He gives the location as a hotel Friesen and his team have already staked out.

A reception committee of several armed officers waits inside the hotel, other spotters are nearby, and Friesen and I are parked across the street as he continuously sends messages to the pimp. "He left come get me."

Then there's a problem.

The pimp texts back he wants her to call him which, of course, Friesen can't do. He quickly improvises and texts back the phone has a problem: "My phone trippin'" and she can only text.

He knows it's a weak ploy... But what else can he do? The fingers still fly and the digital conversation goes on, but it becomes pretty clear the pimp is suspicious.

The team continues to wait, but after an hour the pimp's a no-show and the texts stop coming. The operation is finally called off.

Months later, through phone records and surveillance, they finally turn this virtual conversation into a real arrest.

But although they think they have the man who they suspect is forcing a young woman into prostitution, the district attorney's office doesn't find enough evidence to make charges stick, and the man is let go.

The end result is something Friesen and his team have grown to accept. A young woman was pulled off the street and offered the opportunity for help. Sometimes that's all you can hope for.

      Perhaps at least "lesser evil", and they're after the big evil, the pimps. Sure, it's their fault they get caught up on drugs or whatever initially, but once hooked, it's hard to stop. Pimps prey on that weakness. Many of these women come from very troubled homes too, probably "victims" their entire lives.

      Its like in this country folks are just confused. One minute they want to portray women as being "strong," "equals," etc. But the next minute women aren't responsible for any of their actions. A man - any man - is at fault for all that happens to her.

        Some grown women are involved in Human trafficking too. They are abused all day everyday and will be killed or wish they were killed if they try and escape. They ARE victims, just as people who have been kidnapped because in most cases they have too–and cut off from their families and life as they knew it. How are these women NOT victims?

        Not "a man, any man" but the specific man who beats her, threatens her, takes her money. That man is responsible for his own actions, forcing her to perform criminal and degrading acts. This isn't about sweeping generalizations about men that you might take personally because you have laughed at crude jokes, or got called out at work for harassment. This is about men who use fear, violence, intimidation, trickery, drug addiction, and torture against these women. "A man, any man" doesn't do those things, it takes a very warped sort of person to do that.

        Excellent idea. That way the police could drop in unannounced at irregular intervals to make sure everyone is a consenting adult. Scarce law enforcement resources could be used to rescue genuine victims, instead of harassing consenting adults.

      Many are underage. A large portion of them go through a torture process that binds them to their pimp. It is similar to the processes used by authoritarian governments to increase loyalty except it adds rape.

      It's proper, Craig. In this context, "sat" implies deference and acceptance of a privilege; the cop sat him in the car, a car that the cop had dominion over and the reporter was there as a guest. "Sitting" would imply individual aggressiveness and dominion over the space. In a cop car, by permission or invitation, you are "sat" by someone else (cop) :).

    Nice compassion.

The people that do this for money are typically the ones that want to do it legally, yes there may be some that look to profit but if you are working for a pimp, you are not profiting. Threats of violence, controlling your cash as well as your transportation is regular. They may be getting paid, but most of that money would go to the pimp, leaving them with very little.     Thank God I read through the article and found out it was in CA. At first I thought it was in NV but then I realized, wait a minute, this is legal in NV so there wouldn't be any traffickers there. On the other hand she's making a mountain of money and frankly I bet she and her 'manager' are sane enough to tuck away some of the money and will actually have retirement accounts, something workers will no longer have as retirement funds are raided by Romney types and investments destroyed by Wall Street types.

    I say go on jury duty and "Nullify" this ridiculous charade. Let cops bust employers that hire illegals.     This is a symptom not the disease. Law enforcement has been looking the other way on illegal immigration for decades. When law enforcement looks the other way, criminals are going to seize the opportunity. The police have been inventing excuses to ignore entire communities for years. Now they can't tell the wheat from the chaff. Not all illegal immigrants are pimps and drug dealers, of course, but they do provide the perfect legal and political smoke screen for the gangsters. When you couple that with law enforcement policies that deliberately avoid enforcing laws, you're going to have problems.

      Yes, a wife in an abusive home is a victim. The most dangerous time for a women in an abusive relationship is the two weeks after leaving. It's when most murders due to domestic violence happen. That's if she can leave. Police are half-hearted if at all caring in protecting these women, funding for programs which can help and protect them are consistently cut, people continually blame the women for getting beat and not leaving instead of blaming the men who are doing the beating, laws treat hitting women as less of a crime than when a stranger hits a stranger (like, the pain is somehow less or women "deserve" it). Again, easy to judge when you have not spent any time with a domestic violence victim. Easy to think "I'd leave." You have no clue. These women aren't walking out of the house one night to return the next day for their things and their children. They are leaving with the clothes on their back (if they are lucky), sometimes they are forced to leave children to save their lives, and if they are lucky to leave with their kids, they have nothing when they leave, no money, no house or household goods, and most often no job (because he wouldn't let her work – she'd have money to leave him if she worked). The guy has lied to everyone and made her look like the "bad person" so often times also has no one who believes her. We have a culture that blames women for all problems while leaving men looking like victims. And, the best part, should one of us have enough and defend ourselves against an abusive man, we get sent to prison for very long sentences. Standing up and winning in a domestic violence situation doesn't happen very often. The system and our culture makes dang sure they can't. Get educated – spend some time in your local Domestic Violence office. Hopefully the stories you hear about how sadistic domestic violence perps really are may give you something to think about.

    One of them is the police that have to justify their jobs so they go around hunting for someone to arrest.

    I don't understand why the cops don't just either triangulate the pimp's cellphone or trace his phone if it's a landline. Neither should be too difficult; 911 has the capacity to do it within seconds. Once you start getting into conversations with pimps, an alarm bell should be going off that your approach is too complicated. Where would these cops have been 20 years ago when texting hadn't been invented? They are too reliant on the technology. Are they looking for probable cause? It's written all over the phone logs. Why did they let the woman go? So she could borrow the nearest cellphone from her friend and cover her own rear when her pimp found out that her phone had been confiscated by cops? No wonder she didn't buy the protection story. Pimps are smart. Cops too often aren't.

      A) triangulation of a cell phone doesn't work like it does on the TV shows. It won't give you an exact location that you can zoom in on. It can get you close but unless he's the only guy within a 100 feet there would be no way to pick him out. It also requires that the phone be in the range of at least two cell towers.
      B) this sort of triangulation often requires a warrant.
      C) None of them use landlines.
      D) the way 911 works on landlines is to match the phone number with the address associated with that number. 911 cannot track a cell phone. If you call 911 from a cell phone they will ask you for your location because they don't have any way to find you otherwise.

      Seriously, real life is *not* like the TV shows.

The 1st bad cut was when my left middle finger got in the way of my knife while cutting some vines, right where the 1st joint is close to the nail. I cured myself w Peroxyde, gauzes & bandaids.     I see my comments haven't posted, as I may have used "no-no" words, that referred to the actual subject of this article. So, I'll try to comment about this subject, without using the actual word that labels it.

    Noone goes into this because they're well. They're, either, desperate, emotionally or psychologically damaged or struggling with addiction. I'm always astonished at the vitriol thrown at these individuals, those who work the streets. Who is this really a crime against, other than themselves? They're exploited and abused and for some reason, otherwise "upstanding" members of our society, show their true colors and de-humanize people, when it comes to this subject, declaring: "They deserve what's coming to them". It's so bizzare.

    Entering this underground World, doesn't mean someone forfeits their basic, human rights and agrees to let others harm them - or worse. And what they're selling demoralizes and endangers themselves - they're at risk of attack, stress and disease - but it doesn't compare to those illegally selling firearms and drugs.

    These people deserve our patience and compassion, not cruelty and indifference. This approach investigated in the article, above, is the best, more humane way to handle this problem.
