Pimps feed on twisting Californian dream

Orange County, California (CNN) - "Hello? Hey, what are you doing, girl? You just woke up? You going to be free to hang out in a little bit?" Shane, a vice unit undercover investigator, is on the phone with a woman who placed an online ad offering adult services.

"Okay I'm going to head down to the Disneyland area and get a hotel." He's making a date, and choosing his words carefully.

"I just want to make sure I get what I need. Are you bringing condoms or do I need to bring condoms? You've got some? And it's 200 for an hour right?" Shane has become an expert at scoring that important criminal admission over the phone - making sure there is no confusion that sex is expected on this date.

"From what I found, sometimes you can use too much jargon," Shane explained. "If you use too many street terms you can come off like a cop so I almost talk to them like, "Hey this is what I'm looking for" - just common terms and maybe throw in just a little bit of street jargon.

"If you call them rude or real vulgar they'll just hang up on you. So, to them it's a business and they run it like it's a business, so there's that fine dance you have to do with them in negotiation you have to play to get the deal to work."

This is the first step in a human trafficking operation by the vice unit. Next, the team will wait for Shane's date at a local hotel, hoping to eventually grab the date's pimp.

Shane works for Anaheim Police Department - one of a raft of agencies that make up the Orange County Human Trafficking Task Force or OCHTTF.

The task force covers an area south of Los Angeles known for ritzy neighborhoods, tourist destinations and beaches.

In recent months, the fight against prostitution has been refocused and now the prostitutes are treated as victims.

"It's not knocking what we did before," explained Sergeant Craig Friesen, head of Anaheim's vice unit. "You'd go out, arrest the girls, you do John stings, you arrest the Johns, but with those arrests they're often low-grade misdemeanor arrests where the people either receive a very minimal sentence or they're released, oftentimes working in the street 24 hours later.

"With us changing our focus to trying to arrest the pimps, pimping carries a three year mandatory sentence here in California, so to us we have more of an impact because if we can arrest one pimp we can in theory shut down three or four girls because if their pimp's out, it gives them the opportunity to escape the life that they're in."

The Orange County task force is one of 42 federally funded human trafficking task forces across the United States.

Many agencies are part of the task force - from local police departments like Anaheim and Westminster, to federal agencies like ICE and the IRS, which help with immigration and translation issues.

The FBI lends agents to the task force, and one agent frequently works with Anaheim's vice unit via the FBI's domestic child sex trafficking task force known as Innocence Lost.

By treating accused prostitutes as victims, services such as the county's Community Service Programs and the Salvation Army can be used. These non-enforcement services often play key roles in the task force as they try to help the victims start new lives.

"I think what I'm struck most by is the similarity between the stories," said Heidi Thi, the supervisor of the human trafficking program at CSP.

"I could have somebody who was sold as a child in China and brought here to Orange County to work as a slave in somebody's house, or I could be talking to a domestic minor who's been trafficked for sex who was from Northern California and was down here in Orange County - and it's striking how similar those stories can be, that there was an abusive or neglectful home, or that there was a dream they had that life could be better. And somebody told them, "Yes, life can be better, come with me and I will show you how I can make life better for you." And trusting that person, they went and found themselves in a horrible situation."

Anaheim's operation that started with Shane's phone call was successful.

It led to the arrest of a man for pimping and pandering - and two women victims taken from the streets and into the arms of CSP.

One of the dates was a 17-year-old girl. Her age means she is automatically considered a victim of human trafficking. CSP hopes to convince the women to leave the life of prostitution.

"I think with a trafficking survivor, one of the most important things we can do is to give them choices," said Thi.

"The situation that they come from, they've been told where to go, what to do when they get there and when to do it, down to minor daily things like eating, using the restroom, going to sleep and waking up. So the more choices that we can give them helps them practice that self-determination."

Fighting forced prostitution, while a big part of the task force's mission, is only one facet of human trafficking in Orange County.

CSP has also helped victims of forced labor, domestic servitude and servile marriage.

The county task force is seven years old, and in that time the team says it has conducted dozens of operations - more than 60 in Westminster alone.

Anaheim is the task force's newest member, and only nine months after receiving federal human trafficking grant money, the team has seen great success.

Sergeant Friesen said the original goal was one pimping arrest in the first year. The arrest from Shane's date was the 13th in the first nine months.

He added: "Once we started looking for it - and almost stopped ignoring it - we started finding it everywhere."

Lieutenant Derek Marsh, who heads up Westminster Police's human trafficking unit, sums up what drives the task force.

"Human trafficking goes against why you become a police officer, why you're a human being. It's really an ethical imperative. There's really nobody who can stand seeing a child or a woman or a man exploited. It's who you are when you go to serve the public as a police officer.

"You're trying to make it easy so that everyone has an equal opportunity to have their shot at making something of themselves. And human trafficking takes that dream and twists it."

        Drugs should also be legalized and regulated. The "war on drugs" is no better than the prohibition of alcohol. Regulation and taxation would make these things safer and able to be tracked. Has the IRS ever let someone off the hook for not paying taxes on something, NEVER, it would completely eliminate the Black Market for these goods.

As long as someone wants it, there will be some one willing to sell it to them..And when you make it illegal, you make it Dangerous and twice as expensive... People want sex. And some people are willing to sell it. PERIOD... Legalize it, make it safer for the girls, and drive the price down to the point where criminals don't have an interest anymore...

As for drugs and sex consumed and provided by consenting adults, there is no victim. Once a person's desires infringe on the liberty of another, then there's a problem. If it doesn't, no need to make something illegal. Attempts at unnecessary social control have proven time and time again to be costly failures.

        The victim of drugs, alcohol and prostitution are the people killed by the drunk (or high) drivers. Legalizing wouldn't remove the victim that is manipulated into prostitution.

        Exactly what PierreLaFranc said, you can pitch legalization as the solution to trafficking, but I won't buy it unless you can show how to tell the difference between "No, baby, I really like it," meaning "of course I'm not trafficked. This is my way of earning a living," and "No, baby, I really like it," meaning "I will be beat or killed if my owner thinks I told anybody," or "I desperately need the stuff my boyfriend got me hooked on before telling me I had to pay for it by turning tricks."

        I'm not being rhetorical. I'm actually prepared to listen. But it's got to be workable in the real world, not in the sexually free utopia of your dreams.

        I can read, with all due respect, there is only a 'victim' in that case in YOUR OPINION! I had sex with adults as a child and liked it. So did numerous other people I knew as a child and even as an adult.

        It's time to stop this bullplop about there being a 'victim'. The only victims in the case of pedoSEXUALITY are created by keeping it illegal and not bringing it out in the open. They also come from parents not doing their jobs and MONITORING who their children are spending time with.

        Please tell me how this turned into an argument for legalizing because its between two consenting adults? How is forced prostitution ever between two consenting adults? You forget the third adult involved in the scenario, the pimp in control. So your "two consenting adults" argument is BS.         I think you're being overly critical of SmarterthanU (even if his/her name is left open to debate). No one "dreams" of going into this type of business, but legalizing it, as the Dutch government had, could give law enforcement a greater incentive to protect prostitutes against violence, as they'd be involved in a legal trade. It may also, hopefully, promote greater enforcement against illegal child prostitution, overall human trafficking, and unsafe sex. If prostitution was a legal, taxable trade, the government might take more proactive approaches to it. I'd be in favour of it.

        You do know that's not working out right? Violence increased because people starting trafficking immigrants more, plus other criminal activities like money laundering gravitated towards it. Now they're trying to heavily regulate it and were even shutting down some businesses that had gotten out of control.

        If we try the legalization route it might do more good to legalize prostitution, but keep pimping, soliciting, and being a john illegal, since the demand is the problem, not the girls and boys supplying it because they have no other option than starving or being beaten to death. Pimps condition them to accept it, we need to help them escape it.

        Anyone who thinks they are entitled to buy another person for their personal pleasure has a problem.

        Fellski, there is nothing wrong with prostitution. You have only been brainwashed by religious leaders to think that there is something wrong with having sex with more than one person in your life.... if that was the case, to be blunt, only one would fit!

        I told my daughters that there was NOTHING wrong with prostitution in the slightest nor with having sex with whoever they wished to. It has served them well (even though they are not prostitutes, though are free with their sexual favors) and they never got into that stupid thinking that they would have a 'knight in shining armor' in their lives.

        II am a woman; and I have daughters just for the record. BUT I am here to disagree. Prostitution IS a legitimate means to earn money in states where it is legal (NV for one). Look I get where you're coming from. I wouldn't be thrilled with a stripper/hooker daughter, but it is a fact that by making the hooking illiegal, you have created pimps. Think about it, legal houses have "madams', STD checks, mandatory condom use, and no physically abusive pimp stealing the money afterwards. Tax revenue would be created, STD spreading would diminish and most importantly, since it would be a legal brothel, your daughters COULDN'T work there because those places have age restrictions. It's kind of a win win situation. By the time your kids are old to understand what a brothel is, they would know enough to not want to work there.

        Whether something is legal or not, has never really been the catalyst to a new career. In Europe where prostitution is legal, most brothel owners will turn people in who are trafficking or dealing in bad business. Reason why is clear, these are business men/women and they do not want to lose their right to do business in that country (like Heidi Fleiss pretty much did). Drug use and prostitution can be regulated and patronized by consenting adults. I think all thinking societies would agree that child abuse does not fit in this model. A child is not able to consent to anything...and those who destroy that trust and faith should be lobotomized (or exterminated). There are different arguments going on and part of the problem is that we have a lot of people in this country that have become too liberal because it is easier than anything else. The whole concept of "all cultures and all behaviors are ok" is actually not ok.

        @Really – Take a look at the situation in the Netherlands. Do a quick Google search and you'll figure out that what he/she is saying is atually correct. I've done numerous research papers on trafficking for college and they are a perfect example of legalizing prostitution thinking it would help and the catastrophe that it ended up bringing. In the end they kept being a prostitute legal but being a pimp or buying a prostitute is illegal. That way the people running the women are caught and jailed but the women (many of whom are victims of trafficking) are treated as victims and helped. When it is legal it is harder to tell who is a victim because it is a "legal" business and there is no justification or reason to dig deeper into it. Legally speaking, legalizing prostitution does nothing but tie the hands of cops who are actually trying to help these victims.

        Right because since it became legalized and regulated, the authorities are better able to detect human trafficking as opposed to flying under the radar before the legalization. There could be 2 points to this. One is that human trafficking actually increased due to legalization, or that authorities makes more arrests even though trafficking decreased. Obviously those that think prostitution should be illegal will spin the data and correlate to the failure the legalization, specially interest group posing data spin as "study". And obviously those that think prostitution should be legal, will ignore the possibility that the trafficking could have indeed increased. The point is, police release statistics, and all these special groups will spin the statistics and make some correlation. Correlation is not a fact. If you do "research" using hearsay from interest group/correlation as proof, you need to learn how to do real research.

        I agree with Really...
        From what I understand, look at Nevada's legal brothels. There is a DRAMATIC reduction in prostitute violence, robbery, and STD transmission in these brothels. Not only that, but it delegitimizes the black market....if you are a man looking for sex, are you going to go to a brothel where you KNOW the sex is safe, or would you risk it on the street with a woman who typically is much less professional?

        The belief that trafficking increases when prostitution is legalized is just another lie spread by the people who want to abolish all prostitution, including that between consenting adults. Places in Nevada where sex work is legal have NO trafficking. (It is not legal in Las Vegas or Reno). This is hard evidence that cannot be refuted, so the anti-prostitution activists simply ignore it. They also ignore the fact that there are dozens, if not hundreds, of professional organizations for sex workers worldwide. Slaves have professional organizations?

        People who want to abolish all prostitution tell ridiculous lies, such that the average age of entry into prostition is 13. Ashton Kutcher says there are as many as 300,000 child sex slaves in the USA. That would mean that one in every thousand people in the USA is a child sex slave. We should be seeing child sex slaves everywhere. Where are they? Remember, this is the age of the ubiquitous security camera; you cannot go anywhere without showing up on some security camera somewhere.

        It is easy for prostitution haters to tell lies about other countries because Americans have no easy way of checking those statements.

      Man, everyone ragging on these pimps hardcore. Many girls seek out a pimp for protection–if not for a pimp, the working girls would just get robbed by the johns. Pimps exist for a reason–they provide protection for their women.

      Now yes there are the pimps we see in the movies that force girls to take drugs and lock them away in a dungeon, but this is not reality. In reality, these girls are lazy women who want the finer things in life but without working for them(same as a typical drug pusher), or they are drug addicts that need a fix. Either way, in most cases these women are making a choice. GROWN ADULTS SHOULD BE ABLE TO MAKE THIER OWN DECISIONS IF THERE IS NO DIRECT MEASURABLE HARM DONE TO ANOTHER PERSON. THIS IS SIMPLE LOGIC!

        Chrisstopher: Of all the couples I've known where one person is a stay-at-home mother/wife (or husband/father, for that matter), I've only known one where the woman wasn't working (and she is an exception to most rules). A stay at home mom/wife might not have a paying job, and it is often a thankless job, but she is doing hard work - generally some combination of maid, cook, chauffeur, nanny, pet sitter and lawn person. So your sexist implications are just that - sexist. And dated. It's obvious you're the type who thinks "woman's work" isn't real work, and probably thinks your "prostitute" wife is most fulfilled when she's dusting, cooking dinner and churning out kids for you (maybe even after coming home from her full time job), but that's not the real world. Stay at home moms (and dads) work their behinds off. In your petty mind, that might not count as much as a "clock in, clock out" job, but I respect the people who are always on call, always there, always "on the job" more than pompous fools who would disparage them.

      The answer is easy. We draw that distinction all the time in the law. Lots of things are legal, but if you force people to do it, it is illegal. Very simple. Prostitution should be legal. Forcing people to prostitute themselves should be illegal. If the person claimss that they are doing it voluntarily, you have to accept that, unless there is other evidence of brainwashing or threats. If it is very young kids, you can claim that they are too young to make voluntary decisions, but teenagers are probably capable of making decisions, especially the older teens. The exact age can be debated, but most of this law enforcement is completely unnecessary, and just moral posturing. Most people they are arresting are just interested in making a living. Nobody is forcing them to do it!

      CNN leads the media’s mass paranoia over a nonexistent Sex Trafficking, Sex Slavery epidemic

      I remember the last couple of mass panics. Do you?

      There was the daycare scare of the 1980s, when we were told that child molesters had infiltrated childcare centers across the country. From the beginning of the panic, with the infamous McMartin Preschool trial (which ended in zero convictions), it should have been obvious that there was something hard to believe about the media reports of this nationwide crime epidemic.

      Toddlers who had been hypnotized reported that they were being flown to Mexico to be sexually abused, killed, eaten, and then magically restored before Mom and Dad could pick them up (that is actual testimony from one particularly incredible trial that did, in fact, send a Texas couple to prison).

      Gripped by mass fear, it took the public some time to wake up from that fever dream. About the same time, America was hyperventilating over another nonexistent threat: satanic cults that, experts swore, were sacrificing thousands of victims across America.

      Remember that one? I’m sure Geraldo Rivera does.

      We’ve panicked in other ways since those days, but if we tended to see terrorists everywhere after 9/11, at least there was vivid evidence that we had become a target.

      But even that threat is fading. Our wars in Iraq and Afghanistan are receding fast from public consciousness. Our economy is gradually crawling back. Crime remains at record lows. A new presidential campaign is only in its earliest stages.

      What’s there to panic about today?

      A small group of political activists is quite ready to provide the answer. In the second decade of the 21st century, we are being told that there’s a widespread, growing, and out-of-control problem to fear in our country. And it has a catchy name: “trafficking.”

      In cities across America, we are told over and over, like a mantra, that “100,000 to 300,000″ underage sex slaves have been stashed away from public view, with more joining them every day. It’s a problem growing so quickly that the United States soon will be no better than Moldova or Nepal in regard to child sex trafficking. Why go to the Third World looking for this nightmare when our cities and suburbs are bursting with children in bondage?

      Feel that panic in your chest? Must have been what Geraldo experienced. Now, step back and take a deep breath.

      As we showed in our cover story last week, the newest panic is like the ones that preceded it—an emotional reaction, based on good intentions, but grounded in bogus information.

      The actual data behind this “epidemic” is wanting in the extreme. It involves guesses by activist professors, junk science by nonprofit groups trying to extract money from Congress, and manipulation by religious groups hiding their real agendas about sex work.

      And one of the most visible enablers in this national fantasy has been young CNN reporter Amber Lyon.

      Lyon is best known for ambushing Craigslist founder Craig Newmark last year, questioning him about what are known as “adult ads.” At the time, Craigslist was heavy with such ads. Having cornered the timid Newmark—who has told people he’s a borderline Asperger’s case—it didn’t take much for the aggressive Lyon to reduce Newmark to catatonia with her questions about Craigslist’s facilitating the enslavement of young girls across the country.

      Under pressure by the attorneys general of several states, Newmark initiated a lawsuit in South Carolina, which he won. (In fact, he won every time he went to court.) But facing the further pressure of congressional hearings about its sex ads, Craigslist dropped its adult sections last fall. (You can still find the ads on the site, if you know where to look.)

      Lyon has been known to tell people that her ambush of the meek Newmark resulted in the shuttering of “the Walmart of child sex trafficking.” Now, she has set out to take down a new target: Village Voice Media.

      Seven years ago, the people I work for were smart enough to start, a competitor to Craigslist. While other newspapers were doing little more than publicly condemning Newmark for the way Craigslist has, for years, eaten into their classified-ads revenue, we decided to fight back. That’s just how we operate. has since inherited some of the adult business that left Craigslist. The Village Voice itself has been taking such ads since the mid-1970s. In the 1980s and 1990s, the adult business was a large part of the paper. Today, it’s a smaller presence in the print edition, and the Voice‘s website has no adult advertising—that business appears only at is not a newspaper. It’s an Internet bulletin board where people can place ads for anything from rental apartments to bicycles to lawnmowers. And, yes, it’s a place where adults can post notices so that other adults can contact them.

      What happens when two adults find each other through I couldn’t tell you. The whole point of is that we aren’t involved after two consenting adults find each other through the community bulletin board, which exists solely so that people can freely express themselves—sometimes in ways that make other people uncomfortable. We’re First Amendment extremists that way. Always have been.

      We’ve spent millions of dollars putting in place strict policies and monitoring services to make sure that it is only adults finding each other through‘s adult pages. Not only do we have security specialists making constant searches for keywords that might indicate an underage user, but we’re quick to cooperate with law enforcement and the National Center for Missing and Exploited Children when we find suspicious ads. In some cases, our reports about suspicious ads have resulted in underage runaways being traced and recovered—as opposed to the underground economy of bus stations and street corners where kids are truly invisible.

      Backpage’s 123 employees, who screen about 20,000 ads every day, alert NCMEC when they find something suspicious, who in turn contacts law enforcement. That process triggered 230 reports last month. For more on how quickly and often Backpage reports problems, see Caleb Hannan’s story at our sister paper, Seattle Weekly.

      Underage prostitution is a persistent problem in this country, but as we established in last week’s cover story, it exists at a level that is nothing like what is being trumpeted by Amber Lyon on the behalf of activists who want to put us out of business. Lyon and other journalists—even the New York Times—may repeat uncritically the figure of “100,000 to 300,000″ underage prostitutes, but as we showed last week, that number is based on a flimsy study by a couple of activist professors who included in that figure runaways (most of whom are back home in a week) and any teen who happens to live near an international border, supposedly putting them “at risk.”

      Using official law enforcement data, we showed that underage prostitution arrests are closer to 800 per year for the entire country—a number that has not increased over the past decade. Far from a widespread and rapidly growing problem, this is, instead, a small problem that stays about the same size because its underlying causes—drug addiction and teen homelessness—are not targeted with federal funds the way scaremongering is.

      In December, we sent information to CNN about what we’re doing to keep‘s adult pages for adults only as Amber Lyon prepared a sensationalistic piece about the mythic hundreds of thousands of underage American sex slaves, for whom she wanted us to appear responsible.

      When her piece aired in February, however, this is what Lyon said: “What is ['s] holistic plan? We don’t know because [ security adviser] Hemu Nigam wouldn’t talk to us.”

      We subsequently pointed out to CNN that we had, in fact, provided Lyon with a two-page, single-spaced data sheet about what we’re doing to keep underage users out of‘s adult pages. In a later rebroadcast of her piece about us, her legal department forced Lyon to tack on this correction: “ sent us a statement in late December saying, ‘ is committed to preventing those who are intent on misusing the site for illegal purposes.’ And they went on to say that they implemented new safety measures to that end, which are listed on the company blog. There is evidence these measures have had some results. According to the National Center for Missing and Exploited Children, Backpage reported 30 suspicious ads in 2010. And in the first month of 2011, they reported 65.”

      Well, that was something. But Lyon’s reporting has been manipulative, at best. When you watch her special, “Selling the Girl Next Door,” it should be obvious that Lyon is less interested in learning how actually operates than she is in making viewers squirm about sex. In one segment, she talks to the women working at a legal brothel in Nevada. In another, she talks to men who are undergoing counseling for paying for sex—none of them with underage girls. Each of these segments is intended simply to make viewers see sex work in the worst possible light. And that’s no accident.

      At the end of her broadcast, Lyon’s sources are singled out for “special thanks.” The list includes several Atlanta-area foundations, deep in the Bible Belt, that have done as much as anyone to create the current panic about a nonexistent epidemic of sexual slavery.

      We recently found out that Lyon is even closer to these groups than you could tell from a list at the end of her broadcast.

      It’s not unusual for reporters, after working with helpful sources, to feel that they’ve become friends. It’s happened to me and just about every other journalist I know. But as professionals, we know that it’s important to keep some distance from the sources we rely on for information.

      Someone forgot to mention that to Lyon, apparently.

      On May 4, FAIR Fund, one of the sources thanked in CNN’s special, held a fundraiser in Washington’s City Tavern Club.

      The event’s emcee was Amber Lyon, and she didn’t seem at all uncomfortable helping a source raise money. We know because we sent a reporter to watch and videotape her performance.

      “Hello, everyone, and thank you all for coming tonight to ‘Pearls of Purpose.’ And my name is Amber Lyon, and I’m an investigative and documentary reporter with CNN. This is just an amazing gala and an amazing way to really celebrate the empowerment of young girls all around the world,” she said to the gathered crowd.

      It wouldn’t be a Lyon appearance without the required mantra: “Somewhere around, anywhere from, 100,000 to 300,000 American children are being trafficked,” she told her audience. “It’s an honor to be here tonight hosting this. I’m definitely proud to be supporting FAIR Fund.”

      I emailed Lyon, asking her to explain how she could help a source raise money while continuing to use it as a source for stories. I was also curious how much money her event had raised, with tickets ranging from $125 to $250 a plate.

      “We are declining your request for an interview” is how she responded.

      That surprised me. Lyon clearly has ridden her fame for how bravely she stood up to mild-mannered Craig Newmark. I didn’t expect her to duck some straight questions about her involvement in a semireligious crusade.

      Meanwhile, CNN has made trafficking its pet issue. The problem is, the network seems to draw almost no distinction from what Demi Moore finds in Nepal and what is actually happening here in the United States. That’s just bad journalism. But it’s what happens when an organization takes on a cause, regardless of the facts.

      There is a lot of controversy over the topics of sex trafficking, sex slavery, human trafficking and forced prostitution. Regarding what the definition is, the research methods used to find statistics, what the definition of a victim is, the number of child and adult victims involved, forced vs. unforced sex, how the actual prostitutes themselves feel about it, and legal vs. illegal prostitution.

      There is a growing number of well respected researchers, journalists, scientists, professors, that have concluded in their research that the sex trafficking, sex slavery concept is based on emotion, morals, and monetary funding rather than facts, evidence and proof. They state that very few kidnapped, forced against their will, physically abused, raped sex slave prostitutes for profit have been found throughout the world. Their research concludes that women who enter into this type of work do so of their own free will. They also state that there are many anti-prostitution groups who simply do not like the idea of consensual adult prostitution and have distorted the facts in order to push their agenda and receive funding and money into their organizations in the form of donations, grants and to change the laws about prostitution. They state that these anti-prostitution groups use made up child sex trafficking statistics which they have no proof or evidence of in order to gain public acceptance for their cause.

      Sex trafficking is illegal and the pentities are very severe. It is very difficult to force someone to be a sex slave, they would have to have 24 hour guards posted and be watched 365 days a year, 24 hours per day. Have the threat of violence if they refused, and have no one notice and complain to the authorities or police. They would need to hide from the general public yet still manage to see customers from the general public and not have the customers turn the traffickers in to the police. They would need to provide them with medical care, food, shelter, and have all their basic needs met. They would need to have the sex slaves put on a fake front that they enjoyed what they were doing, act flirtatious and do their job well. They would have to deal with the authorities looking for the missing women, and hide any money they may make, since it comes from illegal activity. They must do all of this while constantly trying to prevent the sex slaves from escaping and reporting them to the police. They would need to prevent the general public from reporting them into the police. This is extremely difficult to do, which makes this activity rare. These criminals would be breaking dozens of major laws not just one. Kidnapping itself is a serious crime. There are many laws against sex trafficking, sex slavery, kidnapping, sex abuse, rape, sexual harassment etc. If someone is behind it, they will be breaking many serious laws, be in big trouble, and will go to jail for many long years.

      While there are some women who may be true victims. And it is possible for this to happen in rare situations. This is a small rare group of people and that the numbers and scale of this crime is exaggerated. The very nature of someone pulling off a kidnapping and forced sex for profit appears to be very difficult. Since it would be difficult this makes this crime rare.       They work for themselves, advertise themselves, and keep all the money for themselves. No one forces them, because there isn’t anyone to force them. They go out and find their own customers, set their own prices, and arrange everything by themselves. Sometimes they may employ others to help them, but these are not pimps. If for example, she hires an internet web design company to make a website for her, does that make the web design company a pimp? If she pays a phone company for a phone to do business, does this make the phone company a pimp? If she puts an ad in the paper, does this make the editor a pimp? If she puts the money she makes into a bank account does this make the bank a pimp?

      A lot of anti prostitution groups would say yes. Everyone and everybody is a pimp.

      These groups make up lies, and false statistics that no one bothers to check. A big reason they do this is because it provides high paying jobs for them. They get big donations, and grants from the government, charity, churches, etc. to have these groups, and pay these high salaries of the anti prostitution workers.

      Drugs and pimps often go together. Appeasing any of it is still wrong and ruin people's lives either in the short run or also in the long run. Legalizing it is no cure but a ticket of approval (period) . We need to better educate our kids and provide MUCH stiffer punishment to pimps, drug dealers, pushers, and slavery of any sort. Once word gets around that when you're caught and proven guilty, there is no way out because of mandatory long jail terms, things will slowdown and save lives.       Legalize it. But do not make the serious mistake of thinking that the Fed or States can own it – they have royally f'ed up everything else they have touched.
      Privatize it. Business licenses and fees. Let the States police adherence – NOT the Fed. These businesses would be subject to all the health, filing, etc. regulations other business entities are subject to. Fine any that do not comply. Strip the license (no pun intended) of any that violate. Require them to carry insurance. Require regular AIDS and health tests, like restaurants must pass health inspections. Mandate State-issued ID cards for the employees. Anyone with an expired, suspended or revoked card doesn't work...or if they do goes to jail.
      Tax it. On both the Fed and State level. Earmark some of the revenue for sex education. Another part of it goes to pay for the State enforcement departments policing the industry.
      Here's the deal on the part of public: employment in the industry would be voluntary – there goes the "victim" arguments. The sex would be a simple pay-for-service business contract. If there wasn't a need, there wouldn't be an industry. Live with this fact.
      If you don't want your daughter thinking it's a good way to make money, that is a parenting issue. Raise her not to. If you don't believe in this kind of thing, don't participate in it, but get the hell off your self-righteous soap box trying to tell others how to live. You have problems of your own. Worry about them instead.
      If you take issue with it morally, sorry to hear that. Deal with it or keep it to yourself. Jesus befriended a reputed prostitute and anyone who operates with a "better than you, holier than thou, I know what god wants" should worry more about how they will explain their selfish, snotty, judgemental, hypocritical contempt for others to their maker when the day comes and they meet him..or her..or it...or whatever.

        Actually studies have shown that men did not evolve to produce "as many children as possible." This is evidenced by the fact that the human baby is basically worthless until the age of around 5. The child can't walk, talk, has no motor-skills, etc. This differs from the animal kindgdom in which a cow (or similar animal) can walk within 24 hours and keep up with it's mother almost immediately. Humans are completely different. A pregnant human mother has a hard time walking, getting what she needs (if we weren't in modern society) and has to have care/help. This further supports mongogamy. I think it's a poor excuse for you to live how you wish without responsibility for yourself or the feelings of others you destroy in your path. I hope you find help.         I am 27 and a woman. I spent three years as a prostitute in Nevada. I loved every day of it. I was never forced, lied to. I grew up in a good home with normal parents. They were not happy about my choice, but then again it was my choice. I like sex, have for a while, hope to continue having sex. I really liked the money that it offered. Allowed me to start a business. Some girls did drugs. Most of them were kicked out of the brothel for it. Don't judge until you have tried it. I have always said, now more than ever, legalize it, tax it, regulate it, require exams and proof of age/residency, and counseling for those that need it. Man/woman will always be willing to sell if the demand/price is right.

        The reason it is higher is because of the number of people that come to Vegas to party. In order to go to a brothel in Vegas you have to leave Clark county and drive to counties that do legalize prostitution in brothels. It's quite the drive. Plus it can be very expensive. So pimps bring the illegals to the city. This makes it much cheaper but also more dangerous for the girls and the johns.

    We( including me) read too much into the things we believe are the problem(s) of modern society. There is justification in every thing- if you just look for it-no one is too proud to choose to 'survive' in this world. Its ok to be right winged, left winged and centered(or whatever) on this topic, however you want to argue it. Currently there are many things we practice now that we once believed was immoral to previous generations, and there are other 'foul' things we practice today that was once accepted by other generations without issue. The ballance is in preception and the basis/causes you base those preception(s) on. Wrong or right, people do things out of 2 principles: Need and Want; and in turn these 2 things govern each other and will continue to do so until mankinds' the end of time.
    -No one wants to be a prostitute- they have needs they need met so they do what they must to get where/what/who they want.( physicaly, emotionaly, financialy, ect). The thing that needs to be taught in this world is not whats wrong in the world and the many oppinions of why its wrong, but what mutual 'respect' means and what the words 'I am responsible' means. We spend more time trying to fix things for our kids and kid's kids future, that we do not have time to fix things for ourselves(and our country for that matter) in this moment of time. Maybe if we fixed those things for ourselves, in our own lifetime, our kids just may do the same in theirs, and eventualy, those foul things in the world may just self-extinguish in a few generations. We are all fools if we think we can fix the whole world over night.

That is worng and should be stopped, but don't forget there are thousands of woman across the states that do this for money and don't have pimps. They are independent. Why should that be illegal. Sex in general isn't illegal so if a woman of her own CHOICE wants to give up sum booty and ask for sum money then it should be her CHOICE. That's why it might be good for these women to do the deed first and then ask if they can get some money afterwards cuz they need a favor. Just be friends with your clients and the whole prostitution thing goes out the window!!! LOL... Lets take this example and tell me how it is illegal... I have a friend who is a girl and she is in dire need of money, so if she were to ask me for money to help her out and I do so and then go see her the next day or maybe a couple weeks and ask her for a favor that happens to be sexual it is still her choice to say yes or no right? I did her a favor and she did me a favor as a friend, yet this could be deemed as paying for sex when in reality its two people helping each other out... Cops and authorities don't need to be involved in that anyway... It wouldn't be no different if my friend asked me to come over and help her with some mechanical work or whatever and then when I go into the house and say I'm done she decides to give me a reward for being so nice. Either way she is giving sexual favors for services rendered that would have cost money so it could be deemed the same thing as prostitution but it absolutley is not. It comes down to personal choice for women who CHOOSE to do this all on their own. Yes I do beleive that people should be punished for forcing girls into this profession no matter what their age is. But if people on here are gonna talk about prostitution as a whole and its legality its too black and white for knowing what is right and wrong. To the government/police its not about right and wrong anyway as it is more about uncle sam getting his fair cut for doing nothing during the whole transaction. Most were not forced, they got into it because they wanted money and in amounts they could not easily make working at McDonalds or WallMart. They are not the victims.     Legalizing prostitution will not solve the sex slavery and trafficking issue. Just as many girls will work the streets illegally as did before, because nobody wants the government sniffing up their backside (literally).

    The problem runs quite deep. We live in a society that has glamorized and encouraged promiscuity. A return to morality is the real solution, but not one we're likely to see. Why? Because everyone wants to have their fun, all while treading a fine line and pointing their own dirty fingers at somebody else.

      H.D. prostitution, trafficking and slavery have always existed... even in times and places that were considered more moral... it is either the oldest profession or the second oldest (after shaman, healer etc... as someone suggested). A lot of it comes down to lack of respect. For others, maybe it is the only way they can get sex if they do not have someone in their life or have a health problem that most others would find repulsive. We are all sexual beings. It is very complicated. If someone willingly and only willingly is willing to exchange sex for money, using safer sex methods and get regular check-ups for people who are alone or have health issues, I see no problem- it seems like a mission of mercy almost.

        I am a Libertarian and as such, I am not opposed to legalized [REGULATED] prostitution. However, I feel such a trivial fraction of both prostitutes and clients would use legal brothels that it would be unlikely to curb the issue of sex slavery/trafficking and spread of disease. Nevada is a prime example of this social experiment gone wrong.

        I am opposed to prostitution *personally* for myriad reasons, but I do not allow my own moral convictions based on my own emotions and life experiences to stand in the way of law and reason. I'm aware we are sexual creatures, but I am also aware we are, at least in theory, highly evolved animals from a psycho-social point of view. We should have risen above this. Instead, it seems we have become ever more deviant.

    I'm in Philadelphia and have interviewed numerous street prostitutes. They have all (at least 20 women) told me that the cops, especially vice cops, are some of their best clients, and the cops even tell their favored girls when the vice squad will be out making arrests. One girl told me her very first trick was with a cop. Usually they stop the girl while in uniform and tell the girl to meet them at a certain time and place after work. If a cop gets caught with a girl he can always say she's an informant and he was getting some information from her.

      Most prostitutes are addicted to drugs, learning disabled, mentally ill or some combination of the three. Many, if not most, come from broken, abusive homes. A large percentage became addicted to drugs as teenagers and entered the world of prostitution to feed their addictions. Without proper outreach, they have few options.

      As long as men are willing to pay them, they will continue to trick because there are no set hours and no drug tests required to whore oneself. As long as girls and women continue to offer sexual services for a price, men will pay.

      This is not a problem only one gender is responsible for perpetuating.

    What struck me first by this article is that it really is a noble effort by Californians and more precisely law enforcement to help these young women and girls. Yes in some cases a seventeen year old young woman is as corrupt as her handler. But they had to draw a distinguishing line to save as much innocence as possible. And if that means that some of the girls will go back to it, then so be it if it also saves some. At any rate, this effort in general is very pleasing to me because it punishes the pimps and encourages the girls to better themselves. This is a good thing. in another country, they might simply kill both the girls and the pimps.....having no mercy or concern beyond judgmentalism. In yet other countries they might legalize it or even encourage it which is equally reactionary in the opposite direction of brutal severity in other countries. But this program here recognizes that the conduct is wrong, that the girls need protecting, and that the pimps too have a chance after punishment. They have to learn that the consenting of adults does not apply to girls simply by nature of the act. Americas religous adversaries in the mideast, were they to give this just a small measure of consideration, would have to conclude that, hey, maybe America isn't so bad. They adore their daughters, value chastity, and are mercifull even in such sacred matters as our procreative capacity. I think Californians are doing the Christ-like thing here. Great job! Prostitution is legal in Holland and Nevada (and probably a few other places I'm not aware of) and there are plenty of women – and MEN! – who work in the business!     As far as drugs, marajuana and cocaine used to be legal here until the US government made them illegal by exploiting xenophobia and racism (long story, but you're probably not interested in hearing it because you like to make up your own history) and plenty of people used both. Pot is still legal in The Netherlands (another name for Holland, which you probably also did not know) and people use it there. I'm sure if any illegal drug were to become legal here a lot of people would use it!     We tax cigerettes and alcohol, as both are bad for health, but we do not make them illegal. Charging for sex between two consenting adults should be treated in the same manner. What is forced should be treated as rape and all persons involved, from the pimp to the clients, should be jailed. Having said that, I would encourage social counselling provided for adults who would like to get out of prostitution, considering its negative impact on self-esteem and even physical well being. I beleive the article was about police tryting to prevent this prostitution against their will or by under-age minors which is valid.

    Girls mature a lot quicker than boys and they pick up the other than pleasure rewards from their mothers at a very young age. What they don't understand form interaction in a family unit in most cases is the down side. There mothers should start this teaching at a younger age than they do, before they pick it up on the street on online. Boys at fifteen are still thrilled by cars, sports and video games where girls are way past them in the sex department thus making them easy targets for the perverted pimp older male.     This is great that the California police are taking such an enlightened stance on this issue. Regardless of whether or not prostitution should be legal (which there are arguments for both sides), pimping is a form of human trafficking and needs to be treated as such.

They have a few things in common; 1- A very poor father image. 2- A taste for the good (material) things in life and no desire to work hard to get it. 3- they usually are supporting a looser. As one explained to me; "Why should I spend a whole week to make $500, when I make it in one hour?" ... To you and I there are many things wrong with that statement, to her it made perfect sense.... That's the best argument in favor of legalizing prostitution FOR ADULTS. Of course people under age should not be exploited. And making prostitution legal would go a long way to ending trafficking in underage prostitutes, because the industry would be out in the open and regulated. As it is now, it's all underground because it's illegal. Many countries have legalized prostitution without negative outcomes.

    I have often disputed the claim of surveyors to belong to the second oldest profession. I contend that surveying is historically the OLDEST profession. According to James Burke, before the invention of the plow everyone's "profession" was the same – getting something to eat. The use of the plow permitted one to cultivate the land and produce a surplus of food. Without this surplus of food we might today still be just "seekers of food" or "takers of food."

    Prior to the plow, there could be no government (no money); no kings, no church, no businesses, nothing to legitimate or illegitimate! However, with a surplus the "takers" would become kings and knowing who's (taxable) crop belonged to whom would be extreemly important.

    The "Rope-Strechers" (surveyors) were just the ones who knew how to determine who's was who's and permitted a stable "legitimate" society to develop. It would only be after this that codes of behavior and "normalcy" or legitimacy would have any real meaning. Only after 1) surplus, 2) government, 3) religion, 4) marriage had been instituted could another, more familiar, profession develop who has for a long time claimed to be the "oldest."

    It is time to end laws against prostitution. The cops are at their worst when dealing with this problem. Yes some women and even children are forced against their will go into prostitution – and that should have be legalized or decriminalized. But many women feel that prostitution liberates them and gives them a sense of power in society. Think my argument is nuts? What about the women who have successfully become millionaires in pornography? What is the real difference between the two other than one is legal and one is not?

    If we are supposed to be a free country, then freedom becomes with the individual. Who that individual engages with is purely up to that individual and seeing a bunch of cops busting people for prostitution and claim how they are liberating women makes me sick.

    If a woman (or man) wants to engage in prostitution – it is their own damn business. We will have about as much success in dealing with prostitution as we have with the war on drugs. We need to learn the difference between consensual acts and criminal acts – and then the cops can focus their limited resources on what really matters.

    In theory I have no problem with prostitution between consenting adults(but it's nothing I would ever do). There are people out there who don't mind selling physical sex. However, these people strike me as a very small minority. The real question is how often is it truly out of choice versus being forced by outside circumstances. If the majority of the time it's forced then prostitution should probably stay illegal. Regardless, child prostitution should always be illegal.

    If I call up a phone number advertised and say exactly the same things the cop does and the person on the other end is a female cop pretending to be a prostitute in order to rob and imprison people looking for sex they will rob me, take all my money, and kidnap me, lock me up in jail for doing it. If a female cop does the same thing then the female cop should be arrested and charged with robbery and kidnapping. In non urgent situations the police should never be allowed to break the law in order to enforce a law. If a law requires the police to break it in order to enforce it then the law needs to be changed.

    People need to understand, a female working as an escort is NOT a bad thing. I've been doing it for 5 years and I've made more money than any other 25 year old has.     Legalizing prostitution is not going to solve anything. Think about it; do you think those low life's are going to pay uncle sam when they don't even pay their prostitutes? We may get a few national dollars from taxing brothels but the majority of prostitution will still be done underground to avoid paying tax. Our money will always be funding to fight the sickos that use children. We need to find a secluded volcanic island out in the middle of the ocean and every pedophile, child pimp, and trafficker needs to be castrated, sewed up, and dumped on tha island with minimal provisions.     Yes, absolutely saved 69 kids who for whatever reason was in that mess and you do not know why even if it's because they wanted to be there. Cool, save the kids and leave the rest alone.

    Put them in brothels, tax them, make them have health cards or they can't work legally.
    Bust them if they don't have a licence just like any other business.
    If a customer knows that they won't get busted and a brothel has health inspection then you bring it to the light and no more underground and taking chances.

    The waste of resources and man power for baloney laws that never worked has done nothing but filled our prisons and keep real criminals out on the streets to rob and kill you.

    Although Drugs and Prostitution co-exists, and sometimes share certain similarities the outcomes cam be quite different. Drugs kill people- the users and sometimes innocent bystanders. Paid sex rarely kill people : on the other hand may result in production of people if the participants do not take appropriate precautions. Instead of arguing ad nauseam- it would be more prudent to look at countries which have legalized drugs and prostitution, and compare outcomes.

        So, you have not been sex trafficked. It's your choice... It's not about you.

        You're missing my point. I am telling you that your precious statistics are bullshit. Of roughly 1,000 hookers I have known over the years I know of 3 who were coerced into it. All 3 by debt (they couldnt get their passport back until their debt was paid). I agree this is inhuman, as is underage girls, but we are talking about .3%. A tiny, tiny fraction. In many places, including the US a hooker gets off scot-free if she tells a cop she was "trafficked", but gets a nite in prision of fine if she says she's doing in voluntarily. Hmm, now what would YOU say if arrested by the cops. As soon as these "trafficked" girls are released they are back doing it again – VOLUNTARILY.

        Would they rather be doing a different "respectable" job to earn the same money? Yes, of course. But how many people dont like their jobs?!?! How many would quit if they could earn the same cash doing something they enjoy more? Almost everyone!

        The stats are complete horeshit. The problem over-blown to enable cash to flow to NGOs and keep them business, and to allow media companies to get ratings through stories of illicit sex and pain. Americans LOVE stories with sex and pain involved! Clearly the most gullible mass audience the world has ever seen.

        I live in South Africa. Children and young teens (girls and boys) are abducted often in Africa. Their parents never hear from them again. They are often drugged, beaten, raped, starved and subjected to emotional abuse before being forced into prostitution. These aren't made up stories. They come from the kids who are recovered. And yes, they mostly go back to prostitution, because it's the life they know. That's my concern. Stealing a child's innocence and human rights. It is modern slavery. Unlike a drug deal, the 'handlers' have repeat sales of the same 'product'. It's more lucrative than drugs.
