Bedouin successes fighting people traffickers

The area of Al Mehdia near Egypt's border with Israel is a lawless place even by Northern Sinai's standards.

There is no police force and a military offensive launched recently after a deadly string of militant attacks on Egyptian border guards, has not stopped the illicit trade that flourishes in this area.

Tankers full of fuel still make their way to smuggling tunnels leading to Gaza in broad daylight and marijuana fields are cultivated with elaborate irrigation systems in the middle of the desert.

Last year CNN visited the region as part of the Freedom Project spotlighting the depths that the traffickers have sunk. Now we revisit the remote region to see Bedouins tackling the trafficking on their doorstep.

Al Mehdia is an area that thrives on smuggling, including a human cargo of African refugees who are trying to make it to Israel in the hope of finding a better life there.

They are the poorest of the poor. Coming mostly from Sudan and Eritrea, many fall into the clutches of brutal human traffickers who hold them captive and demand huge ransoms.

They endure torture and rape, and if they cannot find someone to pay the ransom they are often killed.

Al Mehdia is dotted with torture camps run by Bedouin gangs. The trade is lucrative. The traffickers demand between $35,000 and $60,000 for the release of a captive.

In the past, some of those who could not pay have had vital organs removed, which the Bedouin gangs then sold to corrupt doctors.

But now, a band of Bedouin tribal chiefs have started to fight back against the people smugglers.

Sheikh Mohammed Abu Billal, a powerful chief from the Sawarka tribe, is leading the charge.

Mohammed is a Salafist - a radical form of Islam - but he is also deeply humanitarian in his beliefs. "What the traffickers are doing is against the will of God," Mohammed told me when I recently visited him in Al Mehdia.

Mohammed has set up a safe house where African refugees who escape the torture camps are brought and given protection from the human traffickers.

"I have about 200 supporters in this region," Mohammed said. "People now stand up to them there. In the past, if an African escaped the camp, the criminals were able to catch them again, but now the traffickers don't dare enter the people's lands. We bring the refugees here and provide them with food, water and clothing, and get them doctors."

Helping the refugees

Sheikh Mohammed took me to the safe house. Fourteen Eritreans were staying there, all of whom had escaped the compound of a torture camp only a week earlier.

The men and women all bore clear scars from the torture they endured and many of them had horrific stories to tell.

"You are lucky if you can rest for one hour. Every hour, or every 20 minutes they would come and hit us. They used a big stick. After a while you do not feel your body anymore," one refugee, who did not want to be identified, told me.

Others described how the people traffickers would melt plastic on their backs and they showed me their scars, many of which were still fresh and some infected.

Another man from Eritrea also described his ordeal: "They chained our hands and legs together and hung us upside down and started hitting the bottom of our feet. They melted plastic on our skin and just kept constantly hitting us. And they told me, 'if you do not pay ($33,000), no one will come out of this alive.'"

It might seem inconceivable that people smugglers would demand tens of thousands of dollars from refugees who have little more than the shirts on their backs.

But they have a ruthless system that works. While they are being tortured, the refugees are forced to phone relatives abroad and beg for money.

There are even accounts of them having to call home while they were being raped to beg for cash to pay the massive ransoms.

"There are usually signs of torture and rape. They arrive here in very bad condition, dressed in rags and often starved," Sheikh Mohammed told me.

He said some women had become pregnant from rape while in custody and had still been subjected to beatings.

Sister gives hope to trafficked migrants

Both the traffickers and those now combating them are Bedouins. In some cases they are from the same or affiliated tribes.

In an illustration of how close-knit and closed off this community is, Sheikh Mohammed pointed out the human trafficker's compound to me from where the refugees he was now harboring had escaped. It was barely 500 yards away from Mohammed's own house.

He also warned us not to go there or risk being shot by the ruthless traffickers.

Despite the traffickers' compound being so close to the safe house it is impossible for Mohammed to simply go there and shut the operation down by force. That, Mohammed says, would violate inter-tribal norms and could lead to tribal warfare in this close knit community.

But Sheikh Mohammed has powerful allies. One of them is Sheikh Ibrahim al Munai, a proud smuggler who owns several tunnels where goods are transferred from Egypt to Gaza.

Sheikh Ibrahim says he loathes the people smugglers and has vowed to stop their brutal business once and for all. He says: "This trade is not part of Bedouin culture."

Sheikh Ibrahim says the alliance to combat people smuggling in Sinai has already had great success, bringing down the number of kingpin traffickers from 120 to about 22, he says.

Ibrahim says in this tribal culture the action against the traffickers begins by speaking out in the community and organizing demonstrations, but that sometimes violence can be an option.

"We have to use our minds to keep force as the last resort," Sheikh Ibrahim told me as we were having tea in his compound.

"We pressure them. Stores are not allowed to sell bread, sugar, or tea to those traffickers. We have provided vendors with a list of their names and stopped them from selling to the traffickers. There is a serious boycott and some families refuse to let them marry their daughters as well."

Sheikh Ibrahim and Sheikh Mohammed say they have saved hundreds of African refugees from the people smuggling compounds. But they also concede there still is a long way to go as this illicit and brutal trade remains highly lucrative for those who are involved.

        In case you haven't been paying attention, Egypt has been otherwise occupied. The military has withdrawn from much of the Sinai to deal with issues in the capital.

        I agree 100%, its funny, I always see all my friends who are driving their brandnew cars and living in nice houses...they always pray and think that there is a god watching over us....if there were a god, he left this place a long time ago. I was deployed to the horn of africa and other places in and around that region..its truly sad and really hurt my heart to see what is actually going on there. God? Nope, not on this planet.

        After the fall of Rome, there was human trafficking and lawlessness. If the problem is ignored by a central authority, it could get worse. Or, those who stopped the problem right now could use their credibility for other purposes, trading abuse for religious radicalism.

      The tribal laws are the only laws these people have. Just because a nation draws its borders around you doesn't necessarily mean its laws ever trickle down to you and your people. Why do you think countries like Somalia, Pakistan, Yemen and the Congo have the problems they do? In many places (probably most in the Third World), national law is poorly understood and largely unenforced at best, completely corrupt or meaningless at worst. People follow tribal laws because tribal laws are the only laws they know, their nation's government doesn't care enough to improve things or is too corrupt and incompetent to, and the other option is utter anarchy. Besides national laws are basically a larger, formalised version of 'tribal norms'. These people are trying to protect the innocent and the defenceless to the best of their ability; they should be applauded.

It is a shame that some of these posters here continue the anti-Islamic BS, "Islam is evil"?? READ THE ARTICLE, the Sheiks that are helping these people are Islamic too ! Islam has nothing to do with slavery or the horrible treatment, recall that our Founding Fathers came over originally as indentured slaves to England and were to settle the New World, then when we good people gained our freedom we saw fit to take the Freedom of millions of Africans, West Indians, etc. Hated, abuse and evil have no home, they belong to all of us equally, it is our job as humans to combat and defeat it where it arises!

        Another big difference being that wealthy Africans sold poor Africans to Americans at the coast. Wealthy Africans collected and brought them to the shores to be sold. This is still Africans, but instead of being sold they are just trying to escape. My question is will Africa ever get better? Where is the government?

        against the Native population and Africans sold by Africans brought to a foreign land only to be resold, but this article clearly states that these travelrs are kidnapped, torture, murder, and held for ransom. There is no interest in building

        Sadly, one of the main differences is that it used to be LEGAL in the United States. Frightening, I know. I do see a similarity in Sheikh Mohammed's actions to those of the Underground Railroad...people who risked their own freedom and safety to help slaves find theirs. They could not end slavery outright, but they did what they could to ease the suffering of as many as possible.

        America wasn't built on slaves. sure there were some slaves and they did build some things but by no means the coubtry was just built on that. in fact muslims strated slavery and in in Africa the country of Mauritania just outlawed slavery in 2008 and still many prctice it there.

        CNN deleted the posts about african selling africans. I'm not sure why it would do that as it is an opinion, but here is my response.

        Certain Afrcan chiefs (and not Africans generally) captured Africans, a process more like a progressive version of indentured servitude (captured slaves could become members of families – even kings. e.g. Jaja of Opobo); nonetheless, as a Nigerian, Africa can take the rap for its involvement in the process.

        What Africans did not do is torture humans with branding fire like cattle, or line them in disease infested cargo holds. What Africans did not do is liken a fellow human (in serious scholarship) to simian. What Africans did not do is call another human three-fifths of a human boy. No African called no other man n***r or c***k or s***k or k***e. No African little boy looked up at a human elder and spit in his face. No African lynched another man, nor deprived him of life or liberty. No African raped women and little girls indiscriminately and then subjected his own child to slavery. No African perpetuated a legacy of Jim Crow, syphillis treatment on kids. No, white americans did all of this. This is not to say White people are bad, its simply to state the facts as they are.

        And no, the above story is far different. This is not government consented and sponsored trafficking. These are rogues, who are hiding and committing atrocious evils. The near entirety of White Americans, government, all establishments including the founding fathers (all bible-toting) mocked, whipped and spit on black people. Beat them down when they protested and justified in courts and science journals. This is the history for better or worse

Male and female were made for each other , In this context what is important is what we can do to help ?         In countries where most people are poor or starving, they will do what it takes to survive. They have no education and the powers that be would like to keep it that way....keep em dependent on you and you've got the power and control. An education is a ticket to freedom and the ability to care for and support yourself. It has behooved mankind since time began to have those at the lowest end of the social scale to do the "dirty work". In good conscious, we must abolish this notion and do all we can to lift our brother up....for no other reason than it's the right and moral thing to do.

        That has been done many times, the example of Liberia must stand out at least. But recently, the takeover of Zimbabwe and SA shows the usual direction of things when Africans are given a free hand. And as I recall, no foreigners have been involved in all those genecidal massacres of the past several decades. It seems to always happen when foreigners vacate and leave you to your own devices. But I agree, I am against spending one more dollar on Africa. It is time you people learn to manage yourselves or FAIL at last and diminish as Darwinian law would have it.

      Use some sense- if you're desperately poor you probably can't afford contraception in the first place. Marginalised people have large families because of lots of reasons: high infant mortality, cultural norms that encourage large families, lack of access to contraception and education, young age at marriage etc. Add to this the fact that plenty of children are born to mothers who are victims of rape, and didn't get any say at all. I don't think anyone (in Africa or elsewhere) has children to deliberately impoverish themselves or worsen conditions in their own or other countries.

        That's pretty much the way animals live. They supposedly have brains so aside from those that are raped, they should have enough sense to not have any more children that will simply suffer. Otherwise they are no further up the food chain than an animal and in fact further down.

      Jim, women and girls in these areas have little or no say about what happens to their bodies and no access to birth control methods. And the US isn't much help because well-meaning but misguided religious conservatives don't want their tax money spent on any aid for contraception. I wish the problem were as easy to solve as you think, but it isn't. What seems to really work is the combination of women's rights, easy access to birth control, and a third-grade education.

      Jim – It isn't that easy telling them to "stop having children". Most of these people have no access to medical care whatsoever. Most of these people live in "tribes" or "cultures" where women are the property of their husbands. Younger girls in some African areas are subjected to having their genitals mutilated to "prevent" men from having relations with men until they are married. Most of the time, they have no say in the matter. Telling them "stop having relations" does not work. Education is the key and offering preventive services to these people including adequate access to birthcontrol is the answer. Will that happen though? Doubt it! So much civil unrest, tribal warfares and corrupt governments in the African nations cause these people to suffer!

      Maybe the men need to be told to "stop having relations" instead of the women, since most of Africa is a patriarchal culture.

      Actually in many African countries there is no such thing as spousal rape and a wife does not have the option of refusing her husband. As others have pointed out, some people are in such poverty that women cannot afford birth control and cannot force their husbands to use it either.

        Have you ever opened a history book? American slave owners DID beat and torture and even -yes its true- RAPE their slaves. Even in to the 1900's there are cases where black slaves were treated severely wrong. and not just a few! Go wiki Emmett Till.

        I don't agree that it is a small percentage. Muslims danced in the streets everywhere on 9/11, including the U.S. But ALL religions, particularly Christianity and Islam are inherently intolerant of others, and even themselves as the interfaith warring through the centuries proves. The violence that comes with these religions is caused by a basic fear that they are wrong in their claims and anyone appearing comfortable without their particular set of beliefs scares them.

      Actually the article refers to African – not specifically Muslim – people. FYI, there are many Christian and also some Jewish Africans, especially in countries like Ethiopia and Eritrea, and they are trying to get to Israel to work just as Turkish and Polish people try to get to Germany to work for better wages.

        Actually the article refers to Bedouin – no African – people. Bedouins are an Arab people and the article specifically says the Bedouins protecting the Africans are Salafis, a sect of Islam.

        Interesting that they are fleeing to Israel for a better life, just like the Arabs from Jordan, Syria, Egypt and Lebanon did in the early part of the 20th century – seeking jobs that were created by those "evil" zionists building up a barren land before 1948.       Jo, that's the point – there are no law enforcement agencies operating in these areas, as the article states. There is no functioning government to fix this. And this problem is not unique to the Sinai – in much of Africa and some parts of Asia as well, there is simply no government control of the outlying regions, and tribal law is the rule of the land. I hope you have the chance to read further about this topic, or even better, to travel outside the US, to see for yourself the immense challenges these countries face, and why it truly is up to the citizens themselves to stop tolerating abuses like this.

Africa and some parts of the US (actually) are suffering from a drought. The financial crisis hit the poor more than it did the rich and the people are suffering – take a look outside once and while Michael and you'll see what is going on in the world. Read man!! This is not propaganda, but the truth. People are dying by the hundreds everyday. The people are running away from a war against them because they aren't this particular sect. Wake up and smell the coffee Michael. Use your brain and learn to spell.

      Hey Glaceau, your argument is simply not correct, The traffickers are muslims and those fighting them are also muslims. So you cannot praise the muslims fighting the trafickers and close your eyes to the muslim traffickers.

        I hate to disagree, and you ARE right that one cannot praise the good and ignore the bad here, however I would also say that Islamic faith is a definite factor here. To quote the sheik leading this movement: "What the traffickers are doing is against the will of God."

        Sounds to me like faith is a major factor in his decision to stand up to these guys, especially given that he is a Salafist. Salafists are extreme orthodox literalists; they are to Islam what Fundamentalists are to Christianity

    This is a terrible story. I am living in Israel, and I have to admit that Im not really sure what we should do when this people are reaching into our border. We understand how much they have suffered, but on the other hand we are a small country, we already have over 60K Africans which are almost 1% of the population, arriving in the past 5 years. If we let more in, they will keep coming... usually I don't agree with the policies of the Israeli government, but in this case, it feels like its a lose lose situation.

    We now need to focus on India. The American invasion of Afghanistan brought to the forefront the irrelevance of India as a nation. With a population of over 1.2 billion people there was no value that this nation could bring to the table. Their soldiers (ragtag) 1.2 million continue hiding in the trenches scared from Talibans. A few teenage Talibans invaded the country and held it hostage for days on end showing how useless India is. It was embarrasing for the world to observe this humiliation of a nation that was being touted as a regional power.

    I continue to read with interest the thesis presented on CNN that "less is more" in a political context as applied to India. Although Mies Van Der Rohe adopted this in an architectural context, its economic and political connotations are indeed powerful. Empowering subjugated minorities in India by splitting it into smaller states would trigger uber economic demand for western nations who have given so much financial and technology aid to India with no return to show for the investment. I concur with this approach and with an economic background find the premise to be on solid footing. Central Asian States (CAS) are a case in point on this successful approach. We need to understand that India has an unmanageable large population mired in poverty and we are spinning our wheels trying to feed it. It is also too big of a geographical unit to govern. Again, we saw how a few teenage talibans were able to invade it with a few BB guns. And that says a lot... in a negative way not only for a large unmanageable country like India but also for USA which is trying to prop it up against China. Besides, Americans cannot afford to look like losers in the midst of a terror war which has lasted for over ten years now.

Amazingly most Muslims and Pan Africanist are mum about this Arab enslaved trade. Many rail against the European enslaved trade but say nothing about this horrific nightmare for Africans. Unfortunately mankind is only technologically advanced from the stone age not spiritually (and don't even start talking about religious values).       Unlike Islam, Christianity was not instructed to be spread through violence, nor to return violence even in the face of extreme persecution like crucifixion. Christians are instructed to enter a house with blessings upon it & depart peacefully if their words are not well received. The worst Christians are supposed to do, is shake the dust from their feet & leave the inhabitants who would not listen alone.
      Christians had been making peaceful religious pilgrimages to the Holy Land for centuries before being attacked & enslaved by(surprise!) Muslims. The Crusades began when the knights hired to protect the pilgrims were being continually attacked. This lack of access to the Holy sites lead nations to get involved.
      This began happening as Islam conquered the Jerusalem area by the sword & laid it's empiric claims to it. Islam has made a habit of permanently occupying or destroying other religion's holy sites. For example; taking over the church of Hagia Sophia & turning it into a mosque, or the destruction of the Buddhas of Bamiyan.
      Islam has been mainly spread by armed conquest. These conflicts began under their prophet Muhammad. There are accounts of his actions in the Koran, as well as in the contemporary history texts. The accounts of what tortures to inflict upon "infidels" who are not Islamic are quite barbaric for any person with any claims of holiness for being "merciful".
      As I said before; you really need to read a genuine history book. There have been many wars between Muslim nations due to schisms in Islam. Iran & Iraq had a war from 1980 to 1988. It killed over a half million Muslims on both sides.
