Hundreds arrested in child-trafficking ring bust

Chinese police have busted two child-trafficking rings after a six-month nationwide investigation, rescuing 178 children and arresting 608 suspects, the country's Ministry of Public Security announced this week.

Calling it "the biggest achievement since the launch of a national campaign against human trafficking," the ministry described in detail the joint effort of police forces in ten provinces in statement posted on its official website.

A traffic accident in May in southwestern Sichuan Province unexpectedly led the authorities to a network of child-traffickers headed by man named Cai Lianchao, the ministry said.

In August, police in southeastern Fujian Province uncovered another human trafficking ring led by a woman named Chen Xiumei, according to the statement.

After gathering initial evidence on the two rings that kidnapped and sold children across China, the ministry said 5,000 police officers conducted a highly coordinated nationwide investigation for several more months before finally arresting the suspects last week.

Officials placed rescued children in local orphanages while they tried to reunite them with their families, the ministry said. It added that female police officers were dispatched to take care of the children, some of whom were being treated for illnesses.

"We will strictly adhere to our policy of 'zero tolerance' on child-trafficking," the ministry emphasized in its statement.

"This policy is aimed at cracking down on the buyers' market," said Chen Shiqu, Director of the anti-human trafficking department at the Ministry of Public Security.

"We will ensure the buyers lose both their money and the purchased children, so that we can address the problem from the source by reducing the demand for kidnapped and trafficked children."

Since the government launched a national campaign against human trafficking in April 2009, police have arrested almost 50,000 suspects, rescuing more than 18,000 children as well as some 35,000 women, the ministry said.

Human trafficking is a major problem in China, with children and women being the primary victims.

Premier Wen Jiabao pledged last week that the government would continue to crack down on the crime to protect women and children.

Or even a NO child law. you know why? if you can look far into the future, and can imagine a world with 500 trillion people on it, then you could probably imagine that many countries will be implementing a no child law. it's kind of necessary. too many people means too few resources, overcrowding, violence, death, starvation, etc.

        Bob, you need to get out more. I've also lived in China for several years, along with my Chinese wife and her Chinese born daughter. There is for sure a one child policy! There are exceptions and it does not apply to foreigners – like you, but the law has been in effect for an entire generation now.

        Disagree, this one is pretty much a no-brainer. The world does not need people who would think it's OK to employ themselves and others in such an occupation as taking women and children and using them for their own profit or perverse need, and prisons are crowded enough as it is. People who take advantage of the weak and defenseless in this way need hard core punishment.

        No one deserves to die. And no one is qualified to determine who lives and dies, but everyone has the right to protect their children. I don't believe in making exapmles with painful executions, especially since you can never know 100% if they were involved. Also there's really no use in making them sorry and not willing to try again if you're not going to give them the choice. But there are some people the world would be better off without. Getting rid of them in a painless fasion is fine, even if you do end up with an inocent, the death sentence is the end to a problem. Not revenge, not justice, and not a punishment. Yes I did just say that.

        By all means though, bring back hard labor. I have no qualms with these individuals breaking rocks and digging dirt until the die. You could kill em off, but why waste good SLAVE labor. Yes, slave labor. Even in the U.S., under the Constistuton, criminals can be subject and SHOULD be subject to Slave Labor. Death isn't a deterrent because its over with. Currently Prisons aren't a detterent because they're just extended stay hotels with the possibility of booty rape. Slave Labor for offenses would be the greatest deterrent. It's not gonna be easy and it's not gonna be over any time soon.

        Keep in mind that the death penalty's strongest value is in preventing some of these crimes, not just for those who have committed such crimes (though they deserve the penalty as well). We could us more of it here in the US....time to clean up death row.

        I'm not comfortable with the death sentence because of the uncertainty of guilt. At least with this method, they would still be alive 10 years later when they are found to be innocent (for the rare cases like this). Not sayin that this is common, but it definitely happens – I mean, look at TX – they killed an innocent man for trying to save his children from a fire – THEY ACCUSED HIM OF STARTING THE FIRE!!! Slave labor all the way – put those degenerates to work!!

        What would Christ say about this? There is a way to handle this problem without murdering. All life is precious but demons can inhabit bodies at will if the person is weak in spirit. Or else if no demons could then why did Jesus cast them out? Now, talk about an innocent body with a demon inside over riding the real person.         Death is an easy way out as opposed to the experience of misery.
        A fitting punishment would be to tattoo a barcode on the trafficker's foreheads with the word "shame" under.
        Anyone that thinks to inventory the free should become inventory themselves. Perhaps then they would learn empathy over time.

      i wish that we could revisit these babies a year from now and see what their situation is. Remember, most of these infants would have been killed before birth if they were discovered as being born to a family that already has a child. It is called abortion. What is the difference between a saved five day old baby and a baby five days before birth except the procedure of birth itself? Life is cheap to the Chinese government so what is to stop them from just executing and disposing of this excess humanity. No, I don't credit the Chinese with any degree of a "Oh, how wonderful it is what they are doing" accolade and if this story engenders thaat in any of the readers they should think more deeply into the subject.

        Your Comment makes me wonder if the Chinese Government just wants to ensure that they are getting a piece of the profit – when these same children are put up for adoption after the parents either cannot be located or found guilty for participating. I know that Adoptions out of China have been moving very slowly and this very well be the government controlling the "product". That's a sick way of looking at it – I know, but as others have said, the Chinese have very little compassion for human life.

        You do realize Dr. Gerald that the Chinese government does not force abortions just because a woman becomes pregnant and they already have a child. The family is simply fined. The one child policy also does not effect everyone in China. Those in the extreme rural communities are sometimes exempt as well as certain ethnic minorities. China has no choice but to implement the one child policy. They can't provide for over a billion people. In about ten year or so India will have more people than China, India can't even provide for half the people it has, let alone several hundred million more.

      What if China is making this whole thing up to draw attention away from the toddler who had been hit by not one, but two cars and then left to die? What if this were a propaganda blitz? What if this didn't really happen or at least, several hundreds of the people arrested were completely innocent?

      China is a communist state that controls, directs, and attempts to influence perception both domestically and internationally. They (the Gov) are capable of almost anything and will not relent in gaining control of both its people and its posture in global domination.

      Don't believe everything you read until you first start with questioning the truth of what is being said. And that starts with examining the integrity of the story teller.
      Is it real because it's on CNN? Is it true because "China" says it is? Is China honest?

      Probably not.

But you don't need a nationwide human-trafficking settup to mask the immorallity of two citizens...... A provable 'two of our citizens were butt holes' is a lot better for china than a disprovable '608 of our citizens are slave traders'

      The problem with executions in China – people do not have there a fair trial – they can be executed after a trial that lasts for a half day. They torture people just to get a confession, so even innocent people when they cannot stand torture anymore, are executed. watch this video about it – http://www.ebaumsworld.com/video/watch/18283/
      We wouldn't feel pity for a killer to be executed, however with no fair justice system, even an innocent person can be executed. Or, for a small crime such a drug selling.

        Drug selling is a small crime? Maybe if it's an ounce of pot...but what if it's a few hundred pounds of heroin? Where would you draw the line? That's not a rhetorical question. China has well over a billion people. If they all flaunted the laws as they see fit, like we do here in the US, their entire society would be out of control, which is where ours is headed. Executing people is no small thing, and yes, they should get a fair trial. But their strength is in the fact that once the trial is over, there's no 10 or 20 year waiting period and endless appeals before the sentence is carried out. The US could learn from something like that. We too need absolutely fair trials and an end to endless appeals. Executions should be highly publicized. Crooked, lying cops and crooked, lying DA's should be subject to the same penalties that their victims are subjected to. DA's that suppress evidence in discovery should go to prison at the very least. THAT would go a long way towards ensuring a fair trial in the US and in China.

      No complaints here. I thought it odd that the government said these people would only lose their money and the children. Not much of a loss if you ask me. Losing their lives would be a good object lesson to others thinking of doing this sort of thing. China has a decent history of making examples out of economic and drug-trafficking criminals. Shooting them ensures that at the very least, the recidivism rate is zero and at best, it deters others.

        Stop your nonsense. I am Chinese and my biggest fear visiting China is if my children get kidnapped. Majority of the children were kidnapped from public places. The government has a database of parents who have lost their children and they will do DNA matching to find these kids their birth parents. The day of reunion is the happiest day of their parents' lives.

        no need for name calling. I work with girls who have been trafficked, and many of their stories involve being sold by a family member. it is sad and hard to believe, but a very real reality for many children.

      Well not so true sense in China a couple can only have one child. The child is who will take care of them in the late years of the parents lives. Some cases this is true but in all 178 kids. The probability that all of them were sold does not add up. We should be pleased at the outcome.

And what country that already censors news would want the world knowing they couldn't catch everyone involved? If they let people say that the parents who sold thier children were free and doing well, they would lose much respect as a country.

        @@Alex, it wasn't like that in the 1990s. China is not required to make that stuff. Their ONLY advantage is cheap labor. That can be easily moved elsewhere that is also cheap. China is the current place because of currency tricks that give them an advantage over India, etc. I would rather see made in friendly nations like India, Maylasia and so on.

      Have you ever been to China? You make some pretty close minded statements there. I have never been to China, but I have temporarily lived in an Asian Country. I highly doubt they eat tigers as I'm fairly certain they are sacred and highly respected. As for dogs, while I would never eat one, I do not condone those that do. It is a part of their culture (a dying part, as it is rarely done anymore). The dogs are raised for that reason and are not normal house dogs. How is that any different than American beef or chicken farms? Just because you keep a dog as a pet it is close minded to assume that everyone in the world does the same. And from what I have personally seen, many dogs are treated better over there than dogs in America. They treat their dogs much the way celebrities treat their little Chihuahua's in LA.

      Their culture and country would not have survived THOUSANDS of years without at the very least basic sanitary practices. Yes, that includes showers. I've also found Asians to be some of the most friendly people I have ever dealt with. Of course you would have to be open to accepting the differences in cultures to realize that. Many of the things we as Americans see as rude is just a way of life there. If you grow up and live in a city with 20 million people you are going interact differently than you would in an American town of 10,000 people. They are not trying to be rude and probably would see many of the things you do as rude, like not taking your shoes off when you go into an eating establishment.

      Chinese are also some of the MOST intelligent people in the world, do some research. TessDee I encourage you to get out and see a little of the world before making such broad, unfounded, accusations about a different country and culture. Comments like yours are part of the reason other country's have a negative view of Americans.

      I commend the Chinese law enforcement officers for their efforts and great job bringing these criminals to justice!

    My only real thoughts on this matter is why the seemingly most congruent answer is to "kill 'em all"? granted, i dont think they deserve to continue what they're doing as i have children of my own, but i always imagined we americans as more the type to assess a situation and seek out multiple solutions to it...     Its great they are able to bust those who are doing the trafficking, they should face the consequences of their actions. Nonetheless, in order for human trafficking to end we must all contribute to ending it not just by bashing those who are doing it but by stopping those who are buying it too. These buyers are people we know, live in our communities, and can be the everyday average Joe. We live in environments and cultures that deploy women and children as second class status citizens as property. We all are the solution to ending human trafficking not just separating ourselves from those who do it by punishing them. This does not negate their actions but in order for it to end we need to play our part as members of the community and society.

    These independent child traffickers should know better than to compete with the Chinese government and their official adoption racket. Last I checked (a few years ago), adopting a Chinese orphan required a "fee" of $13,000 plus additional costs in the low thousands. This, while claiming that their orphanages were in "crisis" because of overcrowding. At least these 50,000 arrested suspects can take some solace in knowing that there's no shame in losing to the champ.

      Because, despite all the China hate here, the Chinese government is actually VERY thorough in its vetting of potential parents of orphans, whether they be foreigners or native Chinese. The process is arduous and slow. Also, think about it. I don't know who would be buying these kids, but I'm guessing it's not people who just want them to have a better life.

Of course their entire world-conquering economic success is based almost entirely on child labor and slave labor in which the elite wealthy .001% get richer while their employees work 70-80 hours a week under extreme pressure to produce, and live in conditions to which the rest of the world would not subject their junkyard dogs. No one with a conscience should buy anything Made in China regardless of what company's name appears on the label.       Some will go to loving homes of people who are financially capable of caring for them. Trying to adopt a child is not easy and sometimes people go the illegal route. Just because some brokers are selling a child doesn't mean that it will turn out to be a bad thing.

    it's the result of the state or government on child policy. families want a boy so they sell their girl daughter abort their girl fetus with abortion. so you have a generation of boys in china that haver shortage women. the gov't has no business in people's daily lives like how many children they want..that is freedom. china is communist country and there is no 'freedom'. ..the state thinks it owns the people if people have more than one child they get fired from their jobs in gov't or lose public benefits...the gov't enforce the one child policy via economic penalties. it's an unintended consequence with girl babies sold and trafficked in the black market. the gov't created black market with the one child policy.....created a problem with useless one child policy...the one child policy was to prevent poverty etc...the rise in china economic revival was embracing 'free market capitalism and private enterprise as gov't failed in the mao 5 year plan in the 1950's...gov't central planning fails all the time. wealth is created via free market forces of profit incentive..nobody produces nothing unless their is profit in it

      I am a Chinese immigrant who lives permanently in U.S. and to be honest I feel disgusted when i read some of these comments. People are so.....
      I spent half of my lifetime in China and half in U.S. The culture of the two country is very different and no doubt the media play a great role as well as our education system. (BIAS history text from school which imbues discrimination since you were in elementary school, Privately control newspaper with their own agenda. Just pick up a translated Chinese news paper and you'll know what i mean. Think about it, we have so many newspaper in U.S., why does "our" world section in each of them look so similar... compare it with the Chinese one.) People are different. Different things are expected in different societies. There IS a science behind one child policy as well and it's hard to explain. Think of it like this...... "When your family pour their resources into one child. the child Tend... to have more than a typical family in the 50s with 7+ children. Where the kids are starving and living off sweet potato skin and one shrimp split between 7 kids. (personal story from my dad's family, and yes that's how they live for 3+ year due to various factors cause by war and poverty of the region). So when you say that one child policy is useless, i just want you to take a break and think for a second. What would your family be like if you add another 5-6 kids to that equation. WELFARE?!
      Both country have their problems. Chinese have bigger problems, obviously. However, don't try to judge their policies just because they are different from your moral values. Don't stand there with a judgmental eye when you don't really know what's going on in the country. The Chinese have way more problems to deal with.
      P.S. I do consider myself as a proud American.

      In china some trafficker would pop the kids legs out of their socket so they can't move. And then place them in busy intersection to become beggars and pick them up later that night. Trafficking is a form of disgusting business. So kidnapping kids from their parents is just a form of importing their "supply". No amount of law can make a parent give up their kids easily. People abandon their girls because of thousands of year of tradition where the bloodline must be carry through the male. This has faded because of urbanization of china.     Jesus said that during our time period, called his (invisible) "presence" (at Matt 24:3, 27, 37, 39), that "because of the increasing of lawlessness, the love of the greater number will cool off."(Matt 24:12) Lack of love has become the "order of the day" around the world.

    Child selling is but one example of this. The apostle Paul noted that during our time frame (also called the "last days") that "men would be lovers of themselves, lovers of money....having no natural affection....without love of goodness."(2 Tim 3:1-3)

    What they don't tell you is that the parents wanted to get rid of the female children because of the "One Child" policy in China. They will never claim a female child. Now there is a real problem of not enough females for the maile population becuase parents will actually go so far as to kill the baby at birth if it is not a boy. The culture is that a boy will support the parents in their old age, a girl has no such responsibility. Until this "One Child" policy is changed human trafficing will continue.

    As horrible as this is, everyone screaming "Kill! Kill! Kill!" needs to take a hard close look at themselves.

    The world is a brutal place and travesties much worse than this happens on a daily basis. What seperates the first world from the second world is the treatment of their citizens. Assuming the story put out by the Chinese government is utterly factual (which it most assuredly is not) and you feel that the accused are to die without the proper investigation and trial simply because Amercia has a knee jerk reflex against crimes against kids (prejudicial judgements and extreme punishments), my faith in my brethern just died a eensy bit more.

    Just because the class of victims or the nature of the charge is horrible, we still have to, as a democratic and supposedly amiable people, grant them their fair trial along with a fair punishment, not some self-righteous tirade because our senses close down in half second because we see "child" in the headlines.

Knowing the population dynamics of China, this high ratio is rather frightening and depicts how intractable fighting modern-day slavery could be in China.     Put the traffickers to work in place of the children. Mess with their minds, as they did to the children, to control their "reality" up to eighty hours a week. Work them high up in buildings and tell them they deserve such treatment because their birth mother was bad (that's how it's done in the good old U.S. of A. sweat shops) and didn't want them, though she's saintly and never stops grieving for them. When, like the Chinese slaves, the traffickers can't stand it anymore and exit through a highrise window be sure the safety nets have been removed. Allow their cohorts to clean up the resulting mess before returning to the high work levels and give them access to open windows. Extend such consideration to all justly cinvicted traffickers, and let the mothers caress the brutes bones with their choice of weapons. And let it be known through the land what happened. Overpopulation is slowing, due to mothers better knowledge and standard of living, recent studies are showing. It's expected to stop after a slowing percentage increase. Maybe in two or three or four generations governments will give rewards for more babies born.

    Cops are the same all over: they luck up on some information and then arrest everybody in their extended families or with telephone numbers in their cellphones and then sort it out later.     I seriously see no benefit out of this project at all. I usually see that governments that fight human-trafficking are themselves a different kind of human-traffickers. If by slavery you mean having poor people do all kind of things and, forbidding them to move out of predefined space without a permission and, not giving them the same rights as these privileges given to local people and, all that for almost no pay at all, then, I'm sorry to say that real slavery is actually in Europe. If you are an immigrant from 3rd world country and you are living somewhere in Europe you will understand that we are the real slaves. And, you will also understand that all these kind of campaigns are just for powerful nations to feel better about themselves and feel less guilty while giving their immigrants hardtimes.
