U.S. human trafficking czar on how consumers can combat slavery

Recently, a series of reports from CNN's Dan Rivers traced slavery in the supply chain. He began in Cambodia, where a woman grieved for her daughter, to a factory in Malaysia where the girl was forced to work for no pay and, ultimately, went to shops in London that sell the products made by slaves.

Luis CdeBaca, the U.S. human trafficking czar - more formally known as the ambassador-at-large for the U.S. Office to Monitor and Combat Trafficking in Persons - sat down with CNN's Max Foster to talk about what consumers can learn from the reporting and other tips for keeping slavery out of the supply chain.

CNN: What can we learn from these stories?

CDEBACA: The report that Dan Rivers did is, I think, critically important because his journey from the village, the woman looking for her daughter, going to the factory, but then going back to London and talking to consumers is the exact kind of journey that we all need to take as we look at our own contributions to modern slavery. He's really tracing it back to where it matters, and that's the point of sale.

CNN: It seems that once you see the report, there are problems all the way through the process, and that makes it such a big problem to deal with, doesn't it?

CDEBACA: Well, I think we'd all like to say that this is a problem of some corrupt official or, in the case of Cambodia, an official's wife, or that it's the problem of some factory owner who's taking people's passports and locking them in.

But at the end of the day, it all is responding to the demand of us in developed countries, as well, for these cheap goods.

So, I think that it shows that there's a lot of work to do at each step of the chain, really. At the end of the day, this is a supply chain that reaches all the way back into these villages and to people's houses.

CNN: So, if we consider the consumer's role in this, how actually do we resolve this, because any consumer told that the product they're buying was created thanks to slave labor wouldn't buy the product. I think most people wouldn't, at least, even if it was cheap.

So, how do you inform them apart from doing programs like this? Because there needs to be a bigger drive towards some sort of solution on the consumer side.

CDEBACA: Well, on the consumer side, one of the things that we've found, much as Dan Rivers did when he was asking people on the street in London, is that when people find out about this, they're appalled and they want to do something about it.

And so, that's one of the reasons why we've funded a project recently, Slavery Footprint.org, which is an opportunity for people to go in and calculate their own, for lack of a better word, slavery footprint, kind of like we do with carbon footprint.

What is the impact that I'm making with my consumption patterns and with what I have in my house and my daily life to this global problem of forced labor, this global problem of modern slavery.

CNN: That's a great solution on the face of it, isn't it? But when you have the company that isn't fully aware of the slave labor-related product in its product, how do consumers get the information that they need and make the judgment?

CDEBACA: I think that's, to me, the best thing about Slavery Footprint. It's not just a one-time, take the test and get your slavery number as far as how many slaves around the world are you impacting.

It then has this notion of what are the offsets. And those offsets are making sure that the companies know, I'm in your store, I'm thinking about slavery.

Right now, there's not very many companies out there that have anti- slavery policies, but the ones that do, especially, for instance, the Body Shop, which is very forward-leading on this, you can go into their store and ask the store manager, "What are you doing on this issue?"

If more people do that in more locales, whether it's retail or otherwise, I think we're going to see corporations responding to that.

    Modern-day slavery can be fought on many fronts, and tracing slavery in the supply chain is certainly one of them, and I applaud these efforts. I just wish that we could provide a means for checking the legitimacy of job offers proffered by seemingly friendly acquaintances so that people will not become entrapped in the first place. – Prof Patt, http://gvnet.com/humantrafficking/

      Prof Patt, I echo your wish that we could provide means to check the legitimacy of the labor recruiters who traffick victims into slavery. Just last week legislation designed to help with that exact problem, H.R. 2830, was partially gutted as it went through the House and Senate attached to the Trafficking Victims Protection Act of 2011. Several other critically needed parts of H.R. 2830 were also removed. There's still time for the tools to fight to be put back in as this moves through the House Judiciary and House Ways and Means Committees, but time is running out. CNN, please provide coverage on this story, so momentous to The Freedom Project all of us are fighting for.

      slavery is a very serious thing. I spent 4 weeks learning about it. I was surprised when I found out that there are more slaves now then any time in history. I was very frightened by the prospect that there are right now men, women, children, and teens being forced to work agenst there will. There is a story that I read about a girl who was forced to work day and night. she was give DOG FOOD for her meal. Her job was to clean, feed, and "bed" with men. She ended up killing her self.

    I recently watched CNN and occassionally saw a picture of CNN's Dan Rives in Cambodia to discover the modern slave in Cambodian society. I am a Cambodian citizen I felt pity to those Cambodian girls who become the SLAVERY VICTIMS .
    I Just wish all human right activists or NGOs must pay more attention on Cambodian Modern Slave. I am just a person who wannas help my country escaping from this 21st century Modern Slave. Most of the Slavery Businesses are those companies who tranfer Cambodian girls to work overseas such as Malaysia, and Thailand.
    Those companies are backed by some of high ranking government officials. They do business and share benefit so no one in Cambodia can or dare take any action on this issue.
    Don't trust some of NGOs in Cambodia! Some of NGOs in Cambodia dare not do any action to this matter because they affraid of closing their NGOs or face prisioning.
    I appriciate CNN's Dav Rivers who dared to take picture the real picture of a strong wonan I supose she is the owner of the Company doing business with the Moder Slave in Cambodia.
    Please Helpl Cambodian girls from the hell , Please presure Cambodian government to solve the MODERN SLAVE in Cambodia,
    I do support you project and hope that we can live with the world which has no modern slave.

      As Thai who live near border, we would like to clarify that we do not encourage Khmer to enter our country to work illegally, hundred thousand of Khmer come to work with Thai government permit and get pay the same rate as Thai. those unfortunated that fell into modern salvaery, permit themselves to be in by believeing in unrealistic high wage for unskill job, Thai authority rescure and deport them every week and there are still repeated offenders, the trade doesnot initiated from Thai side.

    I think this will do something else subliminally. With the focus coming on profit for the company, and the company being identified in this, with or without public interest, the leaders of countries will comment on which business they support based on these footprints. This is great for them – the slaves – and with products costing more, there will be more money circulating through taxes and will come back to the state. Looks like this is a real winner. Well done.

    this is a world wide problem. a tag that reads 'made in china' tells us nothing. no more than a tag that reads ' made in india' found on gap / levi clothing. the u.s. had pretty strict regulations, but anything can fall through the cracks.

    Seriously, this is insane. This illustrates exactly the reason the United States is going broke. But the anti-trafficking industry and their naive accomplices in the media will never stop grossly exaggerating the problem..

    I watched the last part of Dan Rivers report on "slavery" in Malaysia. It seemed his investigative prowess was half-baked to say the least. Did he ever asked why the mother of that Cambodian girl allow her daughter to work overseas? Or was she kidnapped & forced to work? We ourselves., have legally employed a Cambodian girl as a domestic helper for my aged mother. Her name is Heng, she's a fantastic help and a campanion to my mother too. She's hardworking without being told. She truly enjoys her stay with us, eating nutritious food. She will be returning soon for a month's holiday before coming back to work for another 2 years to earn money. Do you know how poor they are?

    That's the key word. To earn money! Being poor, they have to arrange for an advance to finance their trip to Malaysia (or other countries). So for the first 6 months, their salaries are used to repay that loan.

    Is that the reference made when Dan (?) inferred they receive no wages?

    Now with this lop-sided report, he has single-handedly destroyed thousands of poverty-stricken Cambodians families as both our Governments are stopping the Cambodians from working in Malaysia (maybe elsewhere too). The families here would also be affected as there would not be anyone to look after their aged parents, children when we leave for work. The manufacturing production would be hard hit. The whole supply chain would affect thousands of livelihood.

    All because of sensationalism! That's the nature of news – they report what they want us to hear and not necessarily the full actual truth.

    I suggest CNN blow the cover on housing loans next. When you borrow to purchase a house, you are tied to a financial bondage (akin to slavery to the banks) for the rest of your working life! Just like the Cambodian mother who borrows to send her daughter to work overseas.

    Now I wonder why CNN did not include the US/Mexicans/South Americans in his report? When you point your finger at someone, do remember there are 3 other fingers pointing back to you.

And the report was on slavery worldwide and how one way to stop it is to not buy the products made by slave operated companies. and his report only included a story about cambodian woman because that's just the trail he followed, it could've been a slave anywhere else. read a book turd

    The consumer is definitely the end game, but analysts and investors should also be equally liable for the mistreatment of poorly paid and over-exploited workers...and the environment...which is why the Global Reporting Initiative's guidelines on sustainability reporting, as well as the recently formed International Integrated Reporting Committee (IIRC), are in place.
    Companies are increasingly finding their statutory reporting expectations expanded to cover social and environmental impacts, and the socially innovative companies – such as PUMA – are requiring their suppliers, even those in lesser developed countries such as South Africa (e.g., Impahla Clothing), to produce sustainability reports that disclose the social and environmental impacts of the production process.
    Recently, Nike won an award (ACCA / Ceres Award for Sustainability Reporting in the US) – as did one of its US suppliers – for being able to track the production life cycle of a garment, all the way back to the farm where the cotton was grown...citing the water and energy consumption patterns for growth (et. al.).
    As we all become more globally connected, and as information becomes limitless and borderless, one would hope that companies in the developed world would be forced to become far more transparent and accountable to ALL their stakeholders about the positive AND negative impacts of their activities. In this way, society ought to be able to find workable solutions to the chasm between the pursuits of cheap goods (and excessive profits for the companies producing the goods) and the need for fair working conditions in the developing world.

    I really appreciate CNN's Freedom Project and Dan Rivers' research which has led to position changes by the Royal Government of Cambodia. With the moving story and domestic efforts by NGOs and some few politicians, the government has offcially banned sending Cambodian migrant workers to Malaysia. We are hoping that there would be policy changes to this end by which the government works out to finalize the Memorandum of Understanding with foreign countries, in order to guarantee the respect for and observance of basic human rights and fundamental freedoms, the protection of migrant wokers' safety and interests, and abolishment of mobern slave including debt bondage and forced recruitment. Where there is an independent media, rights to receive and impart impartial, true and objective news and information will be guaranteed. Sadly Cambodia does not have an independent media like CNN which can help expose serious policy problems required immediate and high attention and action together. We, Cambodian people by large, in particular appreciate in what CNN has helped expose such an emerging modern slave in which Cambodian women were miserably suffered. I strongly urge CNN to continue to bring issue to the human face that is really helpful and useful to bring about changes and correction. God bless you!

    And now the US put most citizens in jail. The US has highest incarceration rate on the world. They lose freedom and similar to slaves. It occupies half of world prisoners. It is modern-day slavery.

    The US citizens also consume half evil drug of the world. CNN freedom project should put focus on the US prison.

    In my opinion one of the most efficient solutions is the education of consumers to refuse to buy products originated from slave work and to request a Fair Trade certificate, and accept to pay more for the products in these conditions. Most governments (including the USA and other first world countries) are involved and/or its politicians are financed by companies which have plants in China, Malaysia, Cambodja etc., where slave work is used. The concious consumption culture has to be expanded and teached in schools and universities in the whole world.

    The young Missing British Citizen-Madeleine McCann, aged 8, could easily be a victim of HUMAN TRAFFICKING! I would like to know what is happening for this LOST innocent and vulnerable child?

How they (slave owners) have every right to spread slavery and take their slaves anywhere they want.In fact, SOuthern leaders said God told them to spread slavery, not just to the rest of the continental USA – but to spread GOD's form of slavery to all the world!And God's slavery, according to Vice President Stephens, was perpetual slavery of the inferior black race, by white men.You can discount such utterances as the folly of one man. But the South's Ultimatums were not by one man, they were by the leaders in Montgomery. And it was the fundamental issue from 1800 on.You may agree that they had rights to take their slaves, and to sell children, and to force slavery down the throats of citizens who hated slavery.You may disagree that they had the right.But that was the issue. That is what THEY said the issue was. Read any newspaper from any day, in the antebellum South, and much of it will be about some aspect of the spread of slavery.Most of the hard hitting speeches in Congresss, in the Senate, were one way or another about the spread of slavery. The Lincoln Douglas debates - were about the spread of slavery.The Compromises of 1820 and 1850 were about the spread of slavery.Yet you never heard of this issue?You don't need to read the South's own ultimatums, as presented loudly and proudly by the Southern newspapers.If you simply know the basic history of USA from 1800-1860, that is what it was about. The SPREAD of slavery.Jeff Davis even said he wanted to re-unite the nation, as a slave nation, North and South. There are many things the South has to pretend never existed, or willfully ignore the South's own Ultimatums, speeches, declarations, newspapers, books, ect.The Southern Ultimatums are just one of them.

    This report seems like nonsense to me. Can we be logical please? If people are being "tricked" into slavery and forced to work in a factory, there is little a consumer can do about it unless notified by the authorities. If people are being paid a pittance for working and producing goods and as consumers, we're told we should pay more for a product so workers will receive more money, we're probably being conned by the factory owners anyway and they will pocket the increases! Increasing prices for goods will simply mean consumers will buy less and the nett result will be fewer jobs for third world workers.
