On patrol with top cop in New Delhi’s red light district

Editor's Note: In the recent documentary "Nepal's Stolen Children," CNN followed actress Demi Moore and 2010 CNN Hero of the Year Anuradha Koirala as they try to rescue women and girls from forced prostitution, especially girls trafficked from Nepal into India.  A few days after the documentary aired, Indian police raided a brothel in New Delhi's red light district, rescuing nine girls. Rescue efforts like this are becoming more common in India as police begin to make it a priority.

Police officer Surinder Kaur is on a mission.

“I want no minor girls working here, no one should be forcibly working here … I want to shut down this [red light district]” Kaur says.

As the Station House Officer of an area that includes New Delhi’s largest red light district — G.B. Road – Kaur knows it won’t be an easy job.

Since she became the officer in charge of G.B. Road two years ago, Kaur has rescued 89 minor girls. Prior to her posting, Kaur says only four or five girls had been rescued.

A desk full of awards and “thank you” messages stands testimony to her achievements.

“Previously, everyone thought the police is involved with the brothel owners … so nobody passed any information to the police. But when I took over, I took it as a challenge. I decided I will definitely do something different and I developed faith in the public for me and my police force,” Kaur says.

A rescue of 9 girls
More than 2,000 prostitutes are estimated to live and work in New Delhi’s G.B. Road.

It’s not illegal for women 18 and older to work as prostitutes here, but many are underage and most are illegally trafficked from all parts of India and neighboring Bangladesh and Nepal.

“We concentrate on minor girls because the trafficking issue is about minor girls only. They are being brought from Nepal, they are being brought from other parts of India in the name of giving them jobs, but they are illegally brought here,” Deputy Commissioner of Police Aslam Khan says.

Just a few weeks ago, Kaur and her team raided a brothel on G.B. Road after they were tipped off by an anti-trafficking group that minors were working there.

She rescued 9 girls, all of whom she says looked under the age of 18. Six of them were from Nepal.

The girls were sent to Nirmal Chayaa, a government shelter where medical tests are conducted on suspected minors to determine their age. Test results for 5 of the 9 girls have been released so far confirming they are minors.

One victim is as young as 10 years old, according the Mumbai-based anti-trafficking group Rescue Foundation.

“I have already registered a case and we have arrested the brothel manager,” Kaur says. “We are now looking for the brothel owner.” (Read more about the arrest and rescues)

The brothel manager Kaur arrested is a 38-year-old Indian woman whose identity she could not reveal for legal reasons.

A surprise visit to a brothel
The police have arrested 27 brothel owners in this area in the past 2 years. Khan, the police deputy commissioner, says they conduct an average of one raid a month.

One recent night, CNN followed Kaur on one of her evening patrols.

Each night around 11 p.m., Kaur and her team drive around the red light district to make sure police officers are manning the gates and sometimes they make a surprise visit to the brothels.

The area is normally inaccessible to outsiders. Even non-governmental organizations have hesitated to take the media there, and brothel owners have attacked cameras in the past.

But this time, CNN was with a police woman who is very much in charge of the area.

Kaur took us up some dark and dingy stairs. The remains of chewed betel nut laced the walls, rats scurried around and men who were inside the brothel ran out and hid as soon as they saw the group.

Kaur knocked on the door several times, and five minutes later, the women inside greeted Kaur warmly but covered their faces as soon as they saw us.

She asked them if anyone wanted to come away with her. They all said “no.”

None of the prostitutes we met were minors. They said they wanted to be there.

“Please don’t give this place a bad name, to us it’s a temple, its what feeds our families,” said one of the prostitutes. “We have no choice. You won’t understand.”

Why not just shut down the place?

“I can’t force women to leave if they want to be there,” Kaur says. “Then where will they go? I can’t send them to the streets.”

After many years in the business, this had become their way of life.

However, if there’s proof a minor girl is being forced to prostitute herself, the police will act immediately.

Anti-trafficking groups say rescue efforts are becoming more common in India as police make them a priority.

President of the Rescue Foundation Triveni Acharya - who has been working in this field for the past 18 years - says she’s seen a “historical change” in the way authorities are handling trafficking cases.

“Previously, when we call police they say no, we have no staff,” she explains. “But now, if we call with a tip off they say no problem, please come.”

The police have also become more sensitized toward the prostitutes.

“Earlier they’d talk to the girls rudely, use foul language, now when they rescue the girls they talk to them with respect. They say come on child, dress properly, and come with us.”

Acharya says the police officers are now seeing the girls as victims instead of criminals, and that’s the biggest change.

“Rescuing minor girls and minor children has become our top priority,” Kaur says. “It’s the demand of the 21st century we have to change.”

    Compare this to what the Supreme Court of Pakistan did 2 months ago in the gang rape case Mukthar Mai. It acquitted 14 gang rapists even though everybody in the village was witness to the rape. I guess Their argrument was that 95% of women of Pakistan were raped by Arab & Mongol invaders, so rape is the norm in Pakistan and it is okay fo Paki women to be raped.

      I'm from India and I disagree. There are definitely less rapes than India, no comparison there. Infidelity is not a crime and it exists for sure in India. May be you are too naive.     This is a good step in right direction. However, what about the adult women who are trapped in this trade?

    I believe no woman wants to be in this trade unless she is facing problems (e.g. earning) and there is no obvious solution to that in her mind. The society, the government and women should come forward and try to get rid of social inequality in the third world countries. No country can make real progress if half of it's population (women) is considered inferior or inequal in rights.

      I think the issue of prostitution is deeper than social inequality as there are several non third world countries that claim or have the appearance of equal social rights that have legalized prostitution. Netherlands, Germany, Austria, Switzerland, Greece, Turkey, Hungary and Latvia just to name a few. Women still voluntarily prostitute themselves. I think part of the issue is that women simply do not highly value the giving of their body nor do men value the receiving of a woman besides the temporal pleasure. I think the problem is the redefinition of morality (or lack there of). At the same time we can't forget that there are also men who are stuck in prostitution. I know of organizations (at least in Chicago, I don't know if organizations like this exist in other cities) that are dedicated to helping male prostitutes out of prostitution. Unfortunately it is not just a crime or problem involving women.

      Back to the article; it's great to see such positive change and to hear about someone so fearlessly taking on the challenge in India. It is an article that should serve to bolster others courage and to bring hope that there is some just defense of victims in existence.

        Actually I was right to begin with. Morality is technically, "Conformity to rules of right conduct;" therefore I can definitely correctly say there is a "lack of morality". It just helps to clarify which rules of conduct are being considered. Are we considering Germany's rules, or India's rules, or my rules, or your rules of conduct. Either way "lack of morality" is a valid and appropriate statement to use.

      Unfortunately that is the case all over the globe. However I have to point out that in India women are given a special and respected place in the society as a whole. India is one of the few countries who has had a Woman leader (Prime-Minister Late Mrs Indira Gandhi) who was the PM during periods 1966-1977 and 1980-1984 until she was assasinated. On the other hand even in some of the educated households girls are held back and not allowed equal opportunity. India is more complex than it seems due to its huge diversity of language, customs, religion and traditions. The society is evolving and seeing positive changes. I am optimistic about the long term prospects of Indian society.

        If I were to compare my standard of morality to someone else's standard of morality I could say that in light of my definition of morality the other standard was "lacking morality".

        But as you pointed out, to be PC I should have simply said "different definitions of morality" instead of the parenthesis side note of "or lack there of"

    I am just sick at the comments here. The article is about a woman who puts her life on the line every day to rescue young girls, most forced into prostitution. She should be commended. This is a country where men dominate and for a woman to be willing to put herself at risk, to take a stand and protect those who cannot protect themselves, should be admired, applauded. She is an example of how EVERY SINGLE ONE OF US SHOULD BE...REGARDLESS OF RACE, NATIONAL ORIGIN. But wait, I forgot. If we all were like her, she would not have to do the job she is doing!       Agreed Lynn! on a big picture Indian women are not treated equally though many argue that urban Indian women are well educated and financially independent and yes the urban Indian women are better off professionally than the women I've seen in the US. However, there is still a lot of stigma attached to the equality. It is conspicuous in issues such as choosing the life partner – most women have little choice in arranged marriage, the criteria for a girl these days is not her personality on the whole, it is her education, yet her submissiveness, good looks etc.
      The girl has to be educated – able to earn money but not so much that in future she will dominate her husband, also the girl’s parents should have saved money in terms of gold or property (in reality they also must have invested as much money on her college and have saved little), and she has to be looking good (mostly fairer in complexion). So, when most men start rejecting a girl coz of her color or her career aspirations or based on her parent’s status, even the girl’s parents become desperate to get her married off to the one last guy who agrees to wed her. Then she has little choice. This situation may not be true 100% but I've seen some girls accepting or adjusting to thus selected husbands. I’m also seeing my friends whose parents are becoming desperate as to guys are rejecting and it is not very easy to select a husband on their own taking into consideration the whole social setting.
      Considering this and a woman’s choice to pursue challenging careers is questionable. My mother in law had no choice but to raise her kid instead of doing a specialization after her medicine, my mother could not work as a journalist before marriage as my grandfather could not escort her during irregular timings. It was my father who stood behind her when she wanted to take up her dream job and I really commend such men. Witnessing gender equality at home since childhood, it was outraging for me to take sexist / oppressive suggestions from the men I met at work/college. So there are a fair number of Indians who are rocketing up into new era and equally other Indians who are shrinking backwards.

      I for one could care what color your skin is. Not ALL Americans hate "brown skin" people. The vast majority of people here could care less. Many of us hate the fact that after 9/11 the "finger pointing" started. It's wrong. Plain and simple. But don't lump us all together in the same rotten barrel. My father raised me, I raised my children to be accepting of all, regardless of the color of skin, their religion, that ALL were to be respected and treated with kindness and dignity. My daughter's friends all through high school were mostly Hispanic, Indian, African-American. They were welcome with open arms into my home. Sadly, children learn by example and for those parents who teach their children or who do nothing to stop the prejudice/ridicule – shame on them. Perhaps if we ALL united, regardless of the color of the skin, race, etc., this world would not be such a screwed up mess. What has history taught us? Since this rivalry and fighting started decades ago we seem to have forgotten that it was colonial Britishes who sowed the seeds of hatred and seperated us. In addition, if you are going to quite numbers, get it right. 90% of American children are NOT born to single parents. No country is perfect. Most Americans are decent, hardworking citizens. Most of us scrape by, paycheck to paycheck. Most of us are content with what we have. There are always those who want more. But do not judge the vast majority of us based on the "rotten apples" in the barrel. I could sit here and pitch stones at issues and problems with India's cultere too. We could do that with any culture in this world. There is no one place that is perfect. Perhaps the next time an earthquake, tsunami or typhoon hits India, or elsewhere, we disgusting Americans should just keep our money.

    You're being a liitle mioptic. America definitely has it issues, but I've been to over 70 countries (including India) and America is still in top 20% of the countries. It has high quality of living, relatively low crime issues. Except for big cities (which is no different anywhere), you can feel pretty safe here.

    Our biggest issues center around are foreign policy which is pretty poor and really poor general health care. That said, India has many of those same issues.

    Bottom line, we're all part of the human race, we need more people (like Ms Kaur) doing their part.

I get there is disagreement, I get there is a strain between cultures, but as Lynn said, this is a human topic, one we all have to contend with no matter where we are from and no matter what you think of the other people posting.       Where are you getting these numbers? I just looked at Wikipedia, and the biggest imbalance of women to men was about 3 men for every 4 women in the Northern Marianas Islands (0.74). That's nearly balanced by the imbalance of men to women in the United Arab Emirates (2.74). In EVERY country, there are more boys born than girls, generally about 103 boys for every 100 girls. But in most countries, women live longer. Change the "smart" part of your moniker to "dumb," and you'll get it right.

    So glad CNN has brought this to light and officer Kaur is being recognized for her efforts in the red light district. Please do not stero type everyone from a country when you have no knowledge or have only visited one time. My husband was a beggar boy on the streets in Nepal eating from a trash pile on the corner – - the stuff the cows wouldn't eat. He survived thankfully and has been living in the states as a productive citizen for over 20 years.

    We also have a adopted daughter whose birth mother was rescued from this same type of thing.

    Do not tell me this story does not matter. It matters a great deal. These people are doing a tremendous work and until you decide to take a few years off and go join them in their fight again crime.....don't bother making negative comments. It shows your ignorance to all the world.

    My family is still very connected with orphanages and homes for girls being rescued from Nepal and India – - so I know what I'm talking about. These girls are taken by force not by choice. Glad CNN and Demi Moore brought this to light. The world knowing what goes on will help rescue many more girls.

It becomes impossible for the culprits to get away as in the 2G scam, Radia scam etc in India. If we can support this one person in her journey maybe it will inspire cops elsewhere to come up with similar efforts. My father was an advocate and has plenty of cops for friends.
